COMMENTS
RECOMMENDATION:
I recommend that the City Council authorize the Water Distribution Division to provide water service
to the Ramirez residence at 2735 Lakeshore Drive, with costs estimated at $500.
BACKGROUND:
Water service to this residence is currently available on 4th Street, and the Ramirez's private water line
extends across the City Park to their house. This private water line has been leaking for some time, and
the Ramirez's needed repairs have been hampered since it is on City property. The Ramirez's have been
paying an excessively high water bill due to this leak.
We would like authorization to extend a City water service line across the City Park and set the meter
at the property line. This would prevent Mr. Ramirez (and any future property owner) from having a
private line on City property. Also, since this account is likely due a sewer adjustment, we propose to
adjust the Ramirez's bill based on a 2-month average consumption after our work is complete.
BUDGET/FISCAL EFFECT:
Funds for this are available in the current operating budget account no. 410-1253-532.35.
STAFFING/EMPLOYEE EFFECT:
City staff will install and operate these pumps.
SUMMARY:
I recommend that the City Council authorize the Water Distribution Division to provide water service
to the Ramirez residence at 2735 Lakeshore Drive in order to abandon the private line on City Property,
and allow a sewer adjustment based on 2 months' average consumption after completion of this work.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE INSTALLATION
OF A WATER SERVICE LINE ACROSS HUGHEN PARK
FOR THE PURPOSE OF SERVING A RESIDENCE AT
2735 LAKESHORE DRIVE AND ABANDONING THE
PRIVATE LINE IN THIS LOCATION.
WHEREAS, the residence at 2735 Lakeshore Drive is currently served by a water meter
on 4th Street, and the private water line extends across a City Park (Hughen Park) to this
property; and,
WHEREAS, the existing private water line extending through the park has been leaking
for some time causing excessively high water bills, and the property owner is obstructed from
making the necessary repairs on City property; and,
WHEREAS, it is in the City's best interest not to have private utilities on City property;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the Director of Utility Operations be and is hereby directed to install a City water
service line across Hughen Park to the property line at 2735 Lakeshore Drive, to be charged to
account 410-1253-532.35; and,
THAT, after two months of consumption history after such installation, the water bill to
this service address will receive a sewer adjustment per City policy; and
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
