Project Contribution to Current MTP Goals~ Project Description: Hike and Bike Trail on Thomas Boulevard Preserve and Maintain the Existing Transportation System. Construction of the Hike and Bike Trail will not detract from the existing transportation system nor will it add additional vehicular capacity to the system. 2. improve the Operation Efficiency of the Transportation Network. Construction of the Hike and Bike Trail will improve the operational efficiency of the transportation network by getting walkers, joggers and cyclists off of Thomas Boulevard. 3. Enhance the Safety and Security of the Transportation Community, Construction of the Hike and Bike Trail will enhance the safety and security of ~he transportation community by eliminating conflicts with the non-vehicular uses of Thomas Boulevard. 4. Protect and ]mprove the Environment, Construction of the Hike and Bike Trail will protect and improve the environment by encouraging walking, jogging or cycling in place of travel by car, and encourage additional school children to walk to schools along the trail. 5. Maximize the Social Benefits of the Transportation System. Construction of the Hike and Bike Trail will maximize the social benefits of the transportation system by providing a convenient and healthy means to access schools and parks without traveling by vehicle, or just for exercise purposes. 6. Foster Economic Development. Construction of the Hike and Bike Trail is not expected to foster economic development, though extensive use of the trail and other park amenities might result in "mom and pop type operations serving the users of the trails and parks. 7. Maintain Financial Responsibility in the Development and Preservation of the Transportation System. Construction of the Hike and Bike Trail will maintain financial responsibility in the development and preservation of the transportation system by being a Iow cost option to alleviate some vehicular travel on Thomas Boulevard, thus delaying the need to improve capacity of Thomas. WHEREAS, the South East TeXas Regional Planning Commission (SETRPC) has issued a Special Project Call for Congestion Hitigation and Air Quality (CHAQ) projects aimed at reduction in vehicular emissions and improving the environment; and, WHEREAS, the terms of the grant funding for a project requires the requesting entity to furnish 20% of the project(s) cost; and, WHEREAS, the City of Port Arthur has three (3) eligible projects that could be considered for funding under the CklAQ program, those being: 1. Hike and Bike Trail - Houston Avenue to Gilham Orcle Total Estimated Cost $ 280,000 CHAQ funds (80%) $ 224,000 Oty funds (20%) $ 56,000 2. Safe Routes to Schools - Sidewalks Serving Six (6) Schools Total Estimated Cost $ 650,000 CMAQ funds (80%) $ 520,000 City funds (20%) $ 130,000 3. A RESOLUTION AS IT PERTAINS TO RETAININ~ CHICA & ASSOCIATES TO pREPARE ENGINEERING PLANS FOR THE ~SAFE ROUTES TO SCHOOL" PROORAM (REQUESTED BY THE CITY MANAGER) WHEREAS, it appears that the city will obtain a ~Safe Routes to School Program" grant, as delineated in Exhibit ~A"; and WHEP~F~S, it is necessary to hire Chica & Associates to prepare engineering plans; and WHEREAS, the preliminary estimates for the engineering designs were $62,476 as delineated in Exhibit ~A"; and WHEREAS, Chica & Associates has indicated that after further review of the scope of the project, that they are able to do the project at their hourly rates which includes expenses, not to exceed a total of $50,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT A~THUR, TEXAS= Section 1. That the facts and opinions in the preamble are true and correct. Section 2. The Hike and Bike Trail was originally funded under the Transportation Enhancement Program at a projected cost of $150,000. By the time construction plans were approved the project cost had almost doubled. It was decided not to build the project. The Safe Routes to Schools application was not approved under that program. The region received a special allocation of CMAQ funds in 2003. We submitted the above projects under that program and received $280,000 for the Hike and Bike Trail and $650,000 for the Safe Routes to Schools. These require a 20% local match. TXDOT, who administer the program, anticipated doing a project at the Port of Beaumont the first year. The remainder of the projects would be done over a 2 to 3 year period. The Port project is not ready and TXDOT is proposing to move up any project that can be ready by March 7, 2005. The projects would be let in August. The Hike and Bike Trail had previously been approved for construction by TXDOT and therefore is currently ready. Plans and Specifications are required to be done for the Safe Routes to Schools project. Engineering costs are an eligible expense if a Request for Qualifications process is followed. The short time available does not allow sufficient time for this process. We received a cost est/mate from Chica and Associates of $62,476. This has since been reduced to a "not to exceed" $50,000. The City would have to pay the full cost of this work. The options are as follows: 1. Do not submit any project at this time. 2. Submit the Hike and Bike Trail for the August letting. 3. Pay 100% of the engineering cost for the Safe Routes to Schools project and submit both for an August letting. A project that is not submitted for the August 2005 letting will be delayed until 2006 or 2007.
