HomeMy WebLinkAboutGRIFFING/PIONEER PARK SEWERCITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT MEMORANDUM ~o: Steve Fitzgibbons, City Manager From: Kelly Eldddge, Director of Utility Operations Date: January 14, 2005 Subject: Street Repairs on the Griffing Park Area and Pioneer Park Area Sewer Project File: KE011405 This report is to bring the City Council up to date with the progress our contractor is making on the proposed street repairs as a result of sewer construction in the referenced areas. As you may recall, Bob Shaw's first report to City Council on October 26, 2004 detailed delays with ALLCO's asphalt subcontractor, CMM Construction, due to the death of two of their managing partners/owners. Mr. Shaw also discussed several street repair options that would provide a better finished product than a simple patch down or across an old chip seal street. Those options had estimated costs associated with each, and the Council was leaning more toward a double surfaco treatment over the entire street width, with an estimate of about $167,000 over the current contract amount. Bob Shaw provided this information to the contractor in order to get an actual change order price. ALLCO's subcontractor came back with a price for the double surface treatment that rivals the costs for an entire hot mix asphalt street ($655,500 over the contract amount). Bob Shaw and ALLCO both acknowledge that this prico is much higher than what we would expect for this type work. Bob Shaw has asked ALLCO to check with other potential vendors to get quotes for this same work, and ALLCO has complied. In an email I received today, Mr. Shaw advises that ALLCO expects pricing from another vendor Monday and will forward this information to the City that afternoon. ALLCO is anxious to get these repairs done, as they have to maintain these street cuts until they are repaired. Last month, during a brief period of warm weather, ALLCO was able to placo some hot-mix th asphalt in street cuts along 4 Avenue, where the existing street was already hot-mix. Reconstructing chip seal streets usually requires a much longer period of warm weather, or you run the risk of surfaco failure. That is why our own City Street Program runs from March through October. I have asked that Bob Shaw and Keith Burrell (from ALLCO) to attend the next City Council meeting to address any questions.
