No. 5491; Council Meeting of February 1, 2005 RECOMMENDATIONS: The Police Department recommends that the Port Arthur City Council add two additional police officers to the Integrated Community Oriented Policing program. (I.C.O.P.) BACKGROUND: I.C.O.P. is premised on team work, flexibility and cooperation between all of the groups that comprise the Police Department and the Community. I.C.O.P. is the philosophy of policing based on the premise that police officers and citizens working together in creative ways can help solve problems related to crime. I.C.O.P. broadens the mission of the police by targeting serious crime, petty crimes, fear of crime, social and physical disorder including neighborhood decay. I.C.O.P. officers are focused towards creative solutions that address the underlying dynamics of crime, fear of crime, and disorder with support and direct participation of the community. I.C.O.P. officers are highly trained and motivated generalist/specialist able to perform a variety of tasks that enhance the delivery of personalized police service. Increased service/need requires the additional of two officers. BUDGET/FISCAL EFFECT: None as to this fiscal year, due to expected attrition in the Police Department and the expected time to hire new entry level police officers. STAFF/EMPLOYEE EFFECT: Approval of this ordinance will require the Police Department to hire two additional personnel. SUMMARY: The Police Department recommends that the City Council approve Ordinance 5491 allowing the police dep~tment to hire two additional personnel. AN ORDINANCE DELINEATING THE NUMBER OF AUTHORIZED FUNDED POLICE OFFICER POSITIONS IN THE POLICE DEPARTMENT WHEREAS, the City Council deems it appropriate to fund 89 entry level positions, WHEREAS, due to the time to hire such additional personnel, the expected personnel costs will not exceed the amounts allocated in the City's 2004/2005 budget NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the following positions are herein authorized: CLASSIFICATION NUMBER OF OFFICERS Police Officers 89 Police Sergeants 13 Police Lieutenants 7 Police Captains 0 Deputy Chiefs 2 Assistant Chief 1 Chief of Police 1 TOTAL 113 Section 3. That the Chief of Police and the City Manager are herein authorized to continue to hire for entry level positions up to five (5) candidates for entry level police officers in excess of the 89 entry level positions as denoted above or in excess of the total 113 police officer positions as to fill anticipated vacancies in the Department so long as the total expenditures of funding for personnel does not exceed the budgetary allocations thereon. Section 4. That any and all ordinances in conflict herewith are herein repealed to the extent of the conflict only Section 5. That a copy of the caption of this Ordinance be spread upon the Minutes of the City Council.
