RECOMMENDAT/ON:
! recommend that the City Council approve Proposed Resolution No. 13034, authorizing the IVlayor
and City Manager to execute a contract with Fittz & Shipman, ThC. for revising the existing plans for
a Hike & Bike Trail in Thomas Boulevard to current TxDOT standards. This contract will be for a not
to exceed amount of $7,800.
BACKGROUND:
Some time ago, sidewalk improvements were planned for both a Hike and Bike Trail along Thomas
Boulevard and for a Safe Routes to Schools project. Tnitially, both projects were approved for
funding under Congestion iVlitigation for Air Quality (CMAQ) funds, with the Hike and Bike Trail being
designed and approved for construction. This project was found to cost significantly more than
anticipated, and was subsequently dropped.
Recently, a major CMAQ project in Beaumont was removed from this year's list of projects - fleeing
up funding for both the Thomas Boulevard Hike and Bike Trail and the Safe Routes to Schools.
Because the original Hike and Bike Trail design was accomplished several years ago, the
construction documents (plans and specifications) need to be updated to current TxDOT standards.
BUDGETARY/F:ZSCAL EFFECT:
Funding is available in CIP 507, 303-1603-591.89-00.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER
TO EXECUTE A CONTRACT FOR PROFESSIONAL SERVTCES
BETWEEN THE CITY OF PORT ARTHUR AND FIT1'Z & SHIPMAN,
INC. OF BEAUMONT, TEXAS TO PROVIDE ENGINEERING
SERVICES FOR REVISING EXISTING PLANS FOR THE THOMAS
BOULEVARD HIKE & BIKE TRAIL TO CURRENT TxDOT
STANDARDS; SAID CONTRACT NOT TO EXCEED AN AMOUNT OF
$7,800.
WHEREAS, a Hike & Bike Trail in Thomas Boulevard was previously designed to
take advantage of Federally-funded Enhancement Program funds and approved under
Congestion Mitigation Air Quality (CMAQ) funding; and,
WHEREAS, the project was postponed due
construction costs; and,
and,
to higher than anticipated
WHEREAS, additional CMAQ funding has now become available for this project;
WHEREAS, the original design plans must be revised to be in compliance with
current Texas Department of Transportation (TxDOT) standards; and,
WHEREAS, Fittz & Shipman, [nc. of Beaumont, Texas designed the previously
approved plans for the Thomas Boulevard Hike & Bike Trail and,
WHEREAS, Fittz & Shipman, Inc. has submitted a proposal for revising the
construction drawings and documents to current TxDOT standards in an amount not to
exceed $7,800; and,
WHEREAS, necessary funding is available in CTP507, 303-1603-591.89-00; now,
therefore,

THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the Mayor and City Manager are hereby authorized to execute a contract
with Fittz & Shipman, Inc. for engineering services to update and revise the existing
Thomas Boulevard Hike & Bike Trail construction drawings and documents; in an
amount not to exceed $7,800, funding being available in CIP507, 303-:~603-591.89-00,
a copy of said contract being attached hereto and made a part hereof as Exhibit "A";
and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Revise Drawings & Documents to Current TxDOT Standards
Dear Mr. Blackketter:
FITTZ& SHIPMAN, INC. is pleased to provide this "ProocsaF for civil engineering services for the revision
of construction drawings and specification documents for the City of Port Arthur's Hike & Bike Route
proposed to be constructed within the median of Thomas Boulevard from Houston Avenue to WoocJwonlh
Boulevard. [t is our understanding this proiect [s proposed to be tunded and bid by the Texas Department
of Tr~nspo~ation (TxDOT).
Construction plans for Hike & Bike Route improvements along Thomas Boulevard were originally
prepared 1998-2000 to the requirements of TxDOT. Revisions ware made following review and
comments from TxDOT and other state agencies with final approval being received in 2002. During this
time TxDOT required construction plans preparation us;ng metric units and 1995 TxDOT Metric
Specifications. Contract and bidding documents were prepared using City of Port Arthur documents
along with additions and modifications required by TxDOT reviewers. Bids for the project were hetd in
December 2002. Since only one bid was received with the bid cost being higher than the budgeted
funds, the bid was rejected.
Since the time of plan approval and bidding, TxDOT has changed their standards for preparation of
construction plans and documents. TxDOT only allows construction plans printed on 1/2 size (11" x 17'')
sheets (original plans were 55emro x 860mm [22"x34~ ). All TxDOT standard detail drawings used by the
project will require updating Eom metric to current TxDOT standard drawings. Since the project will be
bid by TxDOT, general notes and other references to City o! Port Arthur contract documents will require
modifications.
FtTT-Z & SHIPMAN, INC. proposes the felfowing Civil Engineering Services to update the construction
drawings and documents for the Thomas Boulevard Hike & E~ike Facilities to meet current TxDOT
requirements:
Revise Construction Plans to current TxDOT drawing standards
a. Redraw or import all construction plan sheets to 11" x 17" format
b. Update all drawings to standard units (feet, inches)
c. Review original design & update as required to meet current TxDOT or ADA
requirements.
d. Compute project quantity estimates based on revised plans.

rendered based on Fittz & Shipman, Inc. Schedule of Reimbursable Rates, Addressing initial renew
comments and pick-ups are included in our fee estimate. Activities required for re-design and continuing
govemmen[ agency reviews are no[ included as a par~ of the Basic Engineering Services. but will be
considered as reimbursable expenses and invoiced at standard hourly rates following notification to the
City of Port Arthur.
