RECOMMENDATION
Presented for City Council consideration and approval is PO 5501. This proposed ordinance increases the
General Fmad Budget by $47,000 to complete the community centers in E1 Vista and on West 7th Street,
and to replace flooring at the Lakeview center.
BACKGROUND
On October 26, 2004, the City Council authorized the moving of surplus buildings from DeQueen
Elementary School to City owned property on West 7th and to El Vista for use as a community center.
These buildings have been moved and are being remodeled to serve their intended purposes. The 2005
budget included $25,000 to fund this project. The City expects that Project H.O.P.E. will lease said
property at West 7th for a One Stop Shop. At this time, the estimated cost to complete this project is
$67,000. This amendment will increase the budget $42,000 to complete this project.
The floor at the Lakeview Community Center has been removed and needs to be replaced. This was not
budgeted. The estimated cost is $5.000.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE
BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER
1, 2004 AND ENDING SEPTEMBER 30, 2005
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code.
WHEREAS, on September 14, 2004 the City Council approved and adopted Ordinance 04-53
which appropriated the 2004-2005 budget; and
WHEREAS, on November 9, 2004, the City Council approved and adopted Ordinance 04-72 which
amended Ordinance 04-53; and
WHEREAS, on December 14, 2004, the City Council approved and adopted Ordinance 04-78,
which amended Ordinance 04-53; and
WHEREAS, on January 15, 2005, the City Council approved and adopted Ordinance 05-06 which
anaended Ordinance 04-53; and
WHEREAS, there have been unanticipated cost increases in the General Fund and Capital
Improvement Fund.
WHEREAS, these amendments are necessary for municipal purposes to meet unusual and
unforeseen emergency conditions as delineated in Section 102.009 (c) Local Government Code.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR
Section 1. That the budget for the General Fund Public Works Department be increased by
$42,000 to fund the cost to complete the community centers in El Vista and on West 7th Street, and the
Parks and Recreation Department budget be increased by $5,000 to fund repairs at the Lakeview
community center.
Section 2. That Section 2 of the Budget Ordinance 04-053 be amended to read:
That there be and is hereby appropriated the sum of Thirty Seven Million, Seven Hundred Ninety
Eight Thousand, Eight Hundred Forty Seven dollars ($37,798,847) to the General Fund for the payment of
the operating expenses, and necessary Capital Outlay for the City Government for the following
Departments and uses:

Human Resources
Planning and Grants Managemem
Community Services
Civic Cemer
parks and Recreation
Library
Police
Fire
Health and Welfare
