NOTICE OF PUBLIC HEARING
OF THE CITY COUNCIL OF THE CITY OF PORT ARTHUR
Notice is hereby given in accordance with the revised Civil Statues and the Zoning
Ordinance of the City of Port Arthur that the City Council of the City of Port
Arthur will hold a Public Hearing on Tuesday, March 1, 2005 at 9:00 a.m. in the
Port Arthur City Hall Council Chamber, 444th Street, to consider the following:
PROPOSED CHANGE:
Specific Use Permit for a Institution of a religious,
charitable or philanthropic nature.
LEGAL DESCRIPTION:
Tract 2, Four Acres out of Lot 8, Block 12, Port
Acres, City of Port Arthur, Texas.
LOCATION:
Located on the North side of 65th Street,
approximately halfway between Jade and Garnet
Avenues.
A precise drawing and description of this property will be presented at the Public
Hearing and can be examined in the City Planning Department, City Hall, Port
Arthur, Texas.

REQUEST:
The applicant is requesting a Specific Use Permit for an Institution of Religious,
Charitable or Philanthropic Nature.
BACKGROUND:
The applicant proposes to provide temporary housing for families visking relatives at the
area prisons. They are currently operating a similar facility at 319 6th Street. I have
attached information provided by the applicant describing their facility.
PLANNING AND ZONING COMMISSION RECOMMENDATION:
The Planning and Zoning Commission met on Monday, January 24, 2005 and
recommended that this request be approved. They felt that this would be a good use for
this vacant building and would offer a valuable service to the commmfity subject to the
following conditions:
1. Lodging for need families visiting relatives at area prisons or similar locations shall
be permitted at this location.
2. Lodging shall not be provided for a period exceeding 7 days except lodging provided
as a result of a natural disaster.
3. Lodging shall be provided at no cost.
4. Location shall not be operated as a halfway house, treatment center or provide any
type of long-term lodging.

Dear Sir:
Christian Life Crisis Intervention, Inc. is requesting the City of Port Arthur to grant a institution of religious,
charitable, or philanthropic specific use permit of the old Gaspard's Nursing home located at 2685 65th
Street.
Specifically Christian Life Crisis Intervention, Inc. would like to relocate Shepherd's Inn to this address.
Shepherd's Inn is a Hospitality House that provides free lodging to needy families coming to visit relatives in
the area prisons in South East Texas. Currently Shepherd's Inn is located on Sixth street in Port Arthur and
has been serving families since 1995.
Generally families only stay two nights with a few sta~ng three or four nights. The home would be operated
much like a private home that allows guests to stay in their home for a few nights.
Christian Life Crisis Intervention would also like to base possible disaster relief ministries for Jeffemon
County at this location which may include storage and emergency shelter if needed.
Christian Life Crisis Intervention may also provide bible studies and other religious or charitable ministries at
this location.
Christian Life Crisis Intervention does not operate a halfway house, treatment center, or long term housing
ministry and does not intend to use this location for any of those purposes.
