A ~ESOLUTION AS IT PERTAINS TO THE
REVITALIZATION OF THE HOUSING
DEVELOPMENT AT OR NEAR 6200 GULFWAY

DRIVE AND SUPPORTING THE ALLOCATION OF
2005 LOW INCOME HOUSING TAX CREDITS
THEREFORE (REQUESTED BY MAYOR ORTIZ)
WHEREAS, the City of Port Arthur has identified a critical
need to revitalize areas of the City 5hat are in despair,
particularly public housing developmenss that are in need of
redevelopment by comprehensive rehabilitation and modernization
or that are obsolete and need to be demolished and replaced in
whole or in part, on-site or off-site; and
WHEREAS, the City will benefit by promoting and supporting
such revitalization efforts by the Housing Authority of the City
of Port Arthur Housing Authority and their developer partner(s);
and
WHEREAS, the City agrees to support and work with the
Housing Authority and their developer partner(s) to
comprehensively redevelop public housing, demolish obsolete
public housing, and replace demolished units on-site or off-site,
using innovative methods, including public-private partnerships
and affordable housing developments with renters of mixed
incomes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:

Section 1. That the facts and opinion in the preamble
are true and correct.
Section 2. That'the City declares the proposed
demolition of the public housing development known as Gulf
Breeze, 6200 Gulfway Drive, Port Arthur, TX 77642, a community
revitalization plan.
Section 3. That as part of a community revitalization
plan, the City supports replacement of the demolished public
housing on-site and off-site, including the proposed 120 unit
Southwood Crossing Apartments at the north side of 173 between
9th Avenue and Highway 347 in the City of Port Arthur.
Section 4. That the City supports the application by
ITEX Development LLC to the Texas Department of Housing and
~ommunity Affairs for an allocation of 2005 iow-income housing
tax credits for Southwood Crossing Apartments.
Section 5. That the City welcomes the cooperation
between the Housing Authority and their developer partner(s)
(ITEX Developer LLC) for their community revitalization plan.
-Section 6. That the Mayor and the City Manager are
authorized to take any reasonable and necessary action to
implement the direction and intention of this Resolution.
Section 7. That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council.
