RECOMMENDATIONS:
We recommend that the City Council authorize the payment to Landfill Equipment Co. of Herculaneum,
Missouri for the purchase of four (4) replacement steel compaction wheels to repair Equipment #1165 for a
total amount of $19,700.00. The repair cost will be expensed to the Public Works Department-Solid Waste
Landfill Maintenance Account Number: 403-1274-533-42.00.
BACKGROUND:
Equipment #1165, is a 1996 Rex 3-70A Compactor used by the Public Works-Solid Waste Division in daily
landfill operations. This equipment cost $279,500 when purchased new from Romeo Equipment Company and
was delivered on January 2, 1996. A replacement compactor, similarly equipped, would cost approximately
$400,000.00 to purchase today. This equipment has operated approximately 14,294 hours and has incurred
$209,291.03 in life-to-date maintenance expenses. This equipment is not scheduled for replacement in Fiscal
Year 2005.
In early December 2004, Equipment Services Technicians were called to the Landfill to inspect thc wheel/cleat
wear on the Compactor. The compactor has operated approximately 10,682 hours (since its last wheel(s)
replacement in June 1998). However, the compactor can no longer perform the required waste material
compression due to worn wheel/cleat component conditions. This equipment is used daily at the City Landfill
for landfill cover operations and is essential to landfill operations. This status necessitates that repairs be
authorized to return this equipment to service with a minimum amount of downtime.
Consequently, several vendors were contacted and parts costs with freight charges quotations were solicited
from the following sole two (2) reconditioned/exchange wheel vendors:
Landfill Equipment, of Herculanemn, $19,700.00
Caron Compactor Company, of Modesto, Ca $27,100.00
The remanufactured wheels quoted by Landfill Equipment could be delivered to the City within one (1) to two
(2) weeks. Additionally, Landfill Equipment remanufactured wheels have new one inch (1") wrapper/drums on
all four (4) wheels and seven inch (7") cleats. Existing worn wheels were only provided with six inch (6")
cleats. This feature on the remanufactured wheels provides for extended wheel life. No additional repair parts
associated with the wheel(s) replacement were necessary to replace worn components that were not readily
apparent during the initial inspection.
The Public Works and Equipment Services staffhas reviewed the necessary Compactor wheel(s) replacc~ment
and concurred that the estimate by Landfill Equipment to fumish remanufactured wheels was the most cost-
effective for the City. All equipment labor repair work will be performed by the Equipment Services Staff at
the Garage facility. A memorandum dated February 1, 2005 (copy attached) was sent to the City
Manager for concurrence regarding the need for emergency repairs.

BUDGET/FISCAL EFFECT:
Funds for vehicle maintenance were approved by City Council in 2005 Fiscal Budget for various departments
and divisions as Object Code 43.00, Vehicle Maintenance. This repaiy cost will be expensed to the Fiscal Year
2005 Public Works Department-Solid Waste Landfill Equipment Maintenance Account Number: 403-1274-
533-42.00, which has a budgeted $175,000 and approximately $109,398 being unencumbered.
STAFF/EMPLOYEE EFFECT:
No anticipated effect on staffing is expected with th~s action.
SUMMARY:
We recommend that the City Conncil approve the payment of $19,700.00 Landfill Equipment, of Herenleneum,
Missouri for the purchase of four (4) replacement steel compaction wheels to repair Landfill Compactor
