RUSSELL, INTERIM DOWNTOWN COORDINATOR SUBJECT: P.R. NO. 16538 TO APPOINT A MEMBER TO THE DOWNTOWN RENAISSANCE DISTRICT BOARD TO COMPLETE MR. EVANS TERM AND ENSURE A QUORUM DATE: 06/24/2011 RECOMMENDATION: Downtown Renaissance District Board requests the City Council to replace Shedrick Evans appointed by Resolution No. 10 -056 with another member to represent the DRDB to fulfill the goals of the By -Laws adopted by Resolution No. 10 -331, such that a quorum will be possible and the numbers will represent the nominees as per Article V Section 5. BACKGROUND: Mr. Evans resigned on June 21, 2011. Therefore, the selected member will serve the unexpired term of Mr. Evans and allow for a quorum when voting on business proposals. BUDGETARY /FISCAL EFFECT: NONE STAFFING /EMPLOYEE EFFECT: This prevents having to postpone votes on business matters and business may proceed. SUMMARY: The DRDB recommends that Proposed Resolution No. 16538 be approved for the appointment of a Board Member to serve out the unexpired term of Shedrick D.Evans. Colleen W. A RESOLUTION APPOINTING AND /OR REAPPOINTING A MEMBER OR MEMBERS TO THE DOWNTOWN RENAISSANCE DISTRICT BOARD WHEREAS, the City Council established a Port Arthur Downtown Revitalization Board by adopting Resolution No. 09 -520; and WHEREAS, the City Council established the Downtown Renaissance District Board (DRDB) By -laws per Resolution No. 10 -331; and WHEREAS, Article IV, Section 2 states the number of members that shall be appointed; and WHEREAS, Shedrick D. Evans resigned on June 21, 2011; and WHEREAS, the current Board of Directors for the DRDB are listed in Exhibit "A" attached hereto; and WHEREAS, the City Council is requested to appoint another Board Member to serve out the unexpired term of Shedrick D. Evans to ensure a quorum at future meetings. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the City Council appoints the following Board Member to serve out the unexpired term of Shedrick D. Evans: P.R. NO. 16538 06/30/2011 Page 2 of 3 THAT any or all of the appointed members will be considered to work with existing members of the Downtown Renaissance District Board and operate in compliance with the By -Laws of the Downtown Renaissance District Board and subsequence subparagraphs, therein, that a quorum shall be obtained for scheduled Board meetings; as well as in accordance with the By -Laws. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
