R. 16560 RECOMMENDATION: I recommend that the City Council adopt Proposed Resolution 16560 authorizing an amendment to the Homelessness Prevention and Rapid Re- Housing Program (HPRP) Budget for Salvation Army. The amendment will transfer $25,000 of HPRP funds from the Utility Assistance budget to the Rental Assistance budget. BACKGROUND: Salvation. Army was awarded $180,329 to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re- housed and stabilized. They have a total of $41,539 remaining in their contract, and have expended the entire $90,164 Rental Assistance budget. Salvation Army has requested a transfer of $25,000 from Utility Assistance. This would leave Salvation Army with the $25,000 Rental Assistance and $16,539 in Utility Assistance to distribute. BUDGETARY/FISCAL IMPACT: By adoption of Resolution Number 09 -440 the City Council obligated itself to provide financial assistance to Salvation Army. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on staffing level. SUMMARY: I recommend that the City Council adopt Proposed Resolution 16560, which approves an amendment to the Salvation Army HPRP Budget. P. R.16560 07/22/11 ME -Grants Management RESOLUTION NUMBER A RESOLUTION AUTHORIZING AN AMENDMENT TO THE HOMELESSNESS PREVENTION AND RAPID RE- HOUSING PROGRAM (HPRP) BUDGET FOR SALVATION ARMY TO REDUCE THE UTILITY ASSISTANCE BUDGET BY $25,000 FROM $90,165 to $65,165 AND INCREASE THE RENTAL ASSISTANCE BUDGET BY THE SAME AMOUNT, FROM $90,164 TO $115,164. WHEREAS, the Department of Housing and Urban Development (HUD) has awarded funding to the City in the amount of $564,089.00 pursuant to the provisions under the Homelessness Prevention Fund heading of Division A, Title XII of the American Recovery and Reinvestment Act of 2009, Public Law 111 -5, 123 Stat. 115(Feb. 17, 2009) (Recovery Act) (hereinafter called the "grant "); and, WHEREAS, the Salvation Army was allocated $180,329 of HPRP funds (according to Resolution Number 11 -129) to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re- housed and stabilized; and, WHEREAS, Salvation Army has expended its entire Rental Assistance budget and requests to transfer $25,000 from Utility Assistance (see attachment "A "); . BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT Salvation Army HPRP budget will be amended according to attachment "B" and THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
