Comeaux, P.E., Director of Public Works P.O. #$505 - One-Way Streets in the Vicinity of DeQueen Elementary March 4, 2005 RECOMMENDATZON: I recommend that the City Council approve Proposed Ordinance No. 5505, adding paragraphs (31) & (32) to section 106-121 of Chapter 106 "Traffic" of the Code of Ordinances. BACKGROUND: On February 28, Bill Minix, Director of Operations for Port Arthur Independent School District, requested that St. Augustine Avenue and 8th Street arouno DeQueen Elementary School be designated "One-Way" during designated drop-off and pick-up times, ie: 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. St. Augustine is to be northerly and 8m Street is to be easterly during those times. BUDGETARY/FISCAL EFFECT: Funding is available in Public Works Electrical account 001-1205-531.45-00 for the necessary s~gnage. EMPLOYEE/STAFF EFFECT: None SUMMARY I recommend that the City Council approve Proposed Ordinance No. 5505, amending Chapter 106 "Traffic" of the Code of Ordinances, by adding paragraphs (31) and (32) to section 106-121 to designate St. Augustine Avenue and 8TM Street as "One-Way" from the hours of 7:30 a.m. :o 9:00 · a.m. and 2:30 p.m. to 4:30 p.m. during school days. 1 . meaux~ P.E. AN ORDINANCE At4ENDING SECTTON 106-121 OF CHAPTER ].06 OF THE CODE OF ORDZNANCES AS tT PERTAtNS TO TRAFFtC, DESIGNATtNG CERTAtN STREETS tN THE VTCINTTY OF DE(~UEEN ELEMENTARY SCHOOL AS ONE-WAY STREETS DURtNG THE HOURS OF 7:30 A.M. TO 9:00 A.M. AND 2:30 P.M. TO 4:30 P.M. AND PROVtDtNG FOR AN EFFECT/VE DATE AND FOR PUBLICATtON WHEREAS, the City Council deems it in the best interests to amend Section 106-121 of Chapter 106 of the Code of Ordinances, designating certain streets in the vicinity of DeQueen Elementary School as one-way streets during pick-up and drop-off times. NOW~ THEREFORE~ BE tT ORDAINED BY THE CTTY COUNCI~L OF THE CZTY OF PORT ARTHUI~ TEXAS: Section 1. Section 2. That the facts and opinions in the preamble are true and correct, That Section 106-121 of Chapter 106 of the Code of Ordinances is hereby amended by adding subsections (31) and (32), which shall read as follows: "Sec. ].06-121. Designated. (31) (32) St. Augustine Avenue, from its intersection with 7th Street to its intersection with 8m Street, vehicular traffic to move in a northerly direction only, 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m., Monday through Friday during the school year. ~ Street, from its intersection with St. Augustine Avenue to its intersection with DeQueen Boulevard, vehicular traffic to move in an P.O. 5505 Page 2 easterly direction only, 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m., Monday through Friday during the school year." Section :3. That the Director of Public Works shall provide its signage as to notify motorists thereof. Section 4. That this being an Ordinance which requires publication, its caption shall be published at least one (1) time within ten (10) days after final passage hereof in the official newspaper of the City of Port Arthur, and this Ordinance shall take effect immediately after the date of publication. Section 5. That, a copy of the caption of this Ordinance be spread upon the Minutes of the City Council.
