RECOMMENDATION:
! recommend that the City Council approve Proposed Resolution No. 13071, revising the scope of
the contract with Arceneaux & Gates Consulting Engineers, !nc. for the design and construction
phase services for the Pedestrian Boardwalk and Walking Trail project, increasing the budget for
these services by $35,000 to a total of $223,900.
BACKGROUND:
On December 9, 2003, the City entered into a contract with Arceneaux & Gates Consulting
Engineers, !nc. (Arceneaux) for the engineering design and construction phase services for the
Pedestrian Boardwalk and Walking Trail project, which is funded by a Texas Department of
Transportation (TxDOT) grant.
The original budget for this project was based on an estimated construction cost of $1,677,000, but
the cost of the current design is estimated to be $2,418,000. !n order to meet the original budget,
the project must be reduced in scope by approximately $700,000.
Arceneaux has proposed to do the necessary redesign for an amount of $35,000.
BUDGETARY/FISCAL EFFECT:
Funding is available in CIP 202, 303-1603-591.54-00.
EMPLOYEE/STAFF EFFECT:
None.
SUMMARY

WHEREAS~ on December 9, 2003, the City Council of the City of Port Arthur
authorized a contract with Arceneaux & Gates Consulting Engineers of Port Arthur,
Texas for the design and construction phase services for the Pedestrian Boardwalk and
Walking Trail project which is being funded by a Texas Department of Transportation
grant; and,
WHEREAS, the original budget for this contract was based on construction costs
of $1,677,000; and,
WHEREAS, the estimate for actual construction costs based on the current
design is $2,418,000; and,
WHEREAS, the Pedestrian Boardwalk and Walking Trail project needs to be
reduced in scope by approximately $700,000 to meet the original project budget; and,
WHEREAS, Arceneaux & Gates Consulting Engineers, inc. is the design engineer
for this project and has' submitted an estimate of $35,000 (see Exhibit "A'~ for the
redesign; now, therefore,

approved; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Joe and I have evaluated the requirements, feasibili~ and costs associated with a modification to the
boardwalk, This option includes eliminating the pedestrian bddge connection to the existing boardwalk in
favor of building a walkway ramp down to grade and an additional access ramp to enter/exit the
pedestrian bddge. This option eliminates the need for sanitary sewer relocation and reduces the overall
bddge length ~rom t271 LF to 1032 LF (including one ramp in original and two ramps in revised
footages). We contacted the bridge supplier to get current pdcing and made an adjustment to the unit
price. We removed the clean and paint work to refurbish the existing boardwalk and modified the
structural quantities for drilled footings. It's a quick, rough look, but the revised cost estimate, considering
these modifications, is about $1,69 Million, if the City wishes for us to move forward on making revisions,
we will need to know by Friday since we will be faced with getting all the changes completed by Apdl 1 as
mentioned by Jack Moser, This would give us about 15-20 days including weekends to get ell of the
changes maqe, I would need to reschedule the design and support staff's work in order to dedicate a
three to five person team to work until completion, The estimated cost for making these changes is
$35,000 to $45,000.
I will be out of the office beginning Friday and won't return until Wednesday. Hopefully a decision can be
made before i leave so that I can fully prepare for the work. Please contact me if you have any
