HomeMy WebLinkAboutPR 16629: REQUEST FOR FUNDS BY DRDB FOR PROCTER STREET PROJECTS viONTOWN MEMORANDUM TO: Steve Fitzgibbons, City Manager and City Council FROM: Colleen Russell, Interim Downtown Coordinator SUBJECT: Request for EDC funds by the Council on behalf of the Downtown Renaissance District Board's (DRDB) to do some Procter Street Projects in accordance with the plans rendered. DATE: 08/15/2011 SUMMARY: The Downtown Renaissance District Board is petitioning the City Council to make application on their behalf for some of the Operation Downtown funds pledge to the area by the EDC The grant is in the amount of $250, 000 and will be used towards capital improvements /streetscape projects downtown BUDGETARY /FISCAL EFFECT: The payment will be from the EDC Operation Downtown funds . The 4A portion would be dispensed since it is for capital projects and is not specifically related to employment STAFFING /EMPLOYEE EFFECT: Monitor expenditures in accordance with EDC and plan process RECOMMENDATION: Appeal to the City Council to help the DRDB obtain these funds to facilitate with revitalization in the designated downtown area by Waco and Austin Avenue as well as along Procter Street by the Pavilion by approving- Proposed Resolution 16629. This proposal is in accordance with the DRDB's mission and the 'C's recommendation to the City in Spring 2009. Colleen W. A RESOLUTION AUTHORIZING THE CITY TO APPLY FOR A GRANT FOR PROCTER STREET PROJECT UNDER THE OPERATION DOWNTOWN SITE IMPROVEMENT GRANT PROGRAM AS REQUESTEI) BY THE DOWNTOWN RENAISSANCE DISTRICT BOARD. WHEREAS, on May 9, 2009, a ballot proposition was presented to and approved by the qualified voters in the City of Port Arthur, Texas (the "City ") for the City of Port Arthur Section 4A Economic Development Corporation (the "PAEDC ") to utilize Section 4A sales and use tax funds for "the cost of demolition of dilapidated structures and infrastructure limited to streets and roads, rail spurs, water and sewer utilities, electric and gas utilities, drainage, site improvements and related improvements necessary to promote or develop new or expanded business enterprises within a project area from 7 Street to the Intracoastal Canal and from Martin Luther King, Jr. Drive to Lake Charles Avenue within the City "; said authority limited to the PAEDC's expenditure of note more than $750,000 per year for said projects (the "Ballot Proposition; and WHEREAS, it is deemed in the best interests of the citizens of the City of Port Arthur to authorize the City to apply for a $250,000 Site Improvement Grant Program under Operation Downtown for capital expenditures for the 1QProcter Street Project, as s.pr16629 requested in a letter from the DRDB, attached hereto as Exhibit °A ". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City, is herein authorized to apply for the Site Improvement Grant Program under Operation Downtown for $250,000 for capital expenditures for streetscape projects as requested in a letter from the DRDB, attached hereto as Exhibit "A". Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Box 1089) Port Arthur, TX 77641 -1089 Re: Requesting funds for Downtown Renaissance District Board project The Downtown Renaissance District Board is petitioning that the Council request funding from the Port Arthur Economic Development Corporation for "Procter Street Project ", on the DRDB's behalf. The project will be between Houston Avenue and Lake Charles Avenue in the long range plan (over the next 5 -6 years), but, in the short range plan (1- 2 years) the group desires to begin between Shreveport and Fort Worth Avenue. The grant funds will be in the amount of $250,000; it will be used for streetscapes and some pavement work as suggested by the LaBiche Architectural Group, Incorporated. The schematics and quotes are attached. The schematics cover 20 blocks, but the initial start is with our festival areas as mentioned above.
