HomeMy WebLinkAboutCONTRACT WITH URS CORPORATION TO PROVIDE TECHNICAL SERVICES - FAIR HOUSING ACTIVITY STATEMENT INTEROFFICE MEMORANDUM HOUSING AND NEIGHBORHOOD REVITALIZATION To: Steve Fitzgibbons, City Manager From: Mike Mason, Director of Housing and Neighborhood Revitalization Date: September 1, 2011 Re: P.R. 16668 RECOMMENDATION: It is recommended that City Council adopt PR No. 16668, authorizing the execution of a contract between the City of Port Arthur and URS Corporation, 7389 Florida Blvd. Baton Rouge, Louisiana 70806 -4657 to provide technical services in compiling a Fair Housing Activity Statement -Texas (FHAST) not to exceed the amount of $8,000. BACKGROUND: URS Corporation will provide the City of Port Arthur with technical services in compiling a Fair Housing Activity Statement -Texas (FHAST) form assistance group, gathering required documentation, guiding the group in answering the FHAST form questions and producing a final product. The City is required as a subrecipient /grantee to fill out the State's Fair Housing Activity Statement that is intended to stimulate discussion among the Work Group so fair housing issues can be identified and clarified based on local circumstances; leading to a Fair Housing Action Plan that will be a "good fit" for the jurisdiction as well as ensure the jurisdiction can meet its obligation to abide by Fair Housing laws and regulations and to Affirmatively Further Fair Housing ( "AFFH "). The FHAST form will accompany the methods of distribution under Round 2 of the State's CDBG Disaster Recovery program. All applicants for Round 2.2 funding must have a FHAST form to accompany their application. The State of Texas will provide training, technical assistance, and support. BUDGETARY /FISCAL EFFECT: Funding will be provided by the Federal Community Development Block Grant, (CDBG /HOME) Program funds. STAFFING /EMPLOYEE EFFECT: Housing Administration staff will be responsible for administering the contract with URS Corporation. R. 16668 9/1/11 MM /df RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND URS CORPORATION TO PROVIDE TECHNICAL SERVICES IN COMPILING A FAIR HOUSING ACTIVITY STATEMENT (FHAST) NOT TO EXCEED THE AMOUNT OF $8,000; FUNDING AVAILABLE IN ACCOUNT NO. 117- 1404 - 621.59 -00 WHEREAS, the City of Port Arthur is applying for Round two (2) of the State's Hurricane CDBG Disaster Recovery program; and WHEREAS, all applicants for Round 2.2 funding must have a FHAST form to accompany their application; and WHEREAS, the URS Corporation will provide professional services to assist the City in compiling a FHAST form group, gathering required documentation, guiding the group in answering the FHAST form questions and producing a final product; and WHEREAS, the cost for their services shall not exceed the amount of $8,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. THAT the facts and opinions in the preamble are true and correct. Section 2. THAT the City Manager is authorized to execute a contract with URS Corporation in an amount not to exceed $8,000 to provide professional services in support of assisting the City to complete the State's Fair Housing Activity Statement — Texas Form ( "FHAST Form ") in substantially the same form as attached hereto as Exhibit "A ". Section 3. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council. ACTING CITY SECRETARY DIRECTOR OF FINANCE ciV") APPROVED FOR FORM: C ATTSRNEY/ APPROVED FOR ADMINISTRATION: CITY MANAGER MIKE MASON, MANAGER NEIGHBORHOOD & COMMUNITY DEVELOPMENT PR 16668 EXHIBIT "A" PR 16668 CITY OF PORT ARTHUR CONTRACT FOR TECHNICAL ASSISTANCE SERVICES STATE OF TEXAS COUNTY OF JEFFERSON PARTIES TO THE CONTRACT This contract and agreement is made and entered into by and between the City of Port Arthur, Texas (hereinafter called the "City ") acting herein by its City Manager, duly authorized by Resolution of the City Council of the City of Port Arthur and URS Corporation, (hereinafter called "URS ") Jefferson County, Texas. The parties hereto agree, by the execution hereof, that they are bound to the mutual obligations and to the performance and accomplishment of the tasks described herein. Contract Period This contract and agreement shall commence September 7, 2011 and shall terminate on September 30, 2011, unless otherwise specifically provided by the terms of this contract. Scope of Services URS Corporation contracts to provide the City of Port Arthur, Texas ( "the City ") with technical services in assisting the City of Port Arthur with the FHAST form. Specifically: 1. Assist the City of Port Arthur with developing a FHAST Form Group that meet requirements stated in the FHAST Form Guide. 2. Gather all relevant documentation and present to FHAST Form Group. 3. Host FHAST Form Work Session and guide the FHAST Form Group in answering the necessary questions. 4. Prepare a final draft of the City of Port Arthur FHAST Form. Payment Schedule, Terms and Conditions The City agrees to pay URS for services rendered on the following schedule, terms and conditions. PR 16668 A. The parties agree that the expense costs, which includes the cost of all project personnel associated with the project, documentation, and all other costs incurred during the course of the performance of the outlined scope of work. All expenses shall be supported by original receipts and shall be subject to the following limitations. B. URS shall not proceed with the training until the Technical Assistance Provider receives notice that such services are necessary by the City's Housing Programs Administrator. C. This agreement can be terminated at the convenience of the City with ten (10) days notice. D. URS shall be permitted to invoice the City once each month during the contract period for reimbursement of labor and expenses incurred by URS during the previous thirty days. E. The total not to exceed price for all elements of the contract shall be Eight Thousand Dollars and no /100, ($8,000).
