RECOMMENDATION:
The Fire Department recommends that the City Council award the bids for purchase of Bunker Gear, Helmets,
Gloves and Hoods to Dooley Tackaberry, Inc. of Houston, Texas in an amount estimated to be $33,032.80, Bunker
Boots to Fire Supply of Godley, Texas in an amount estimated to be $1,749.75, and Face Shields to Fisher Scientific
of Pittsburgh, Pennsylvania in an amount estimated to be $895.00. These are the lowest bids with the best
values.
BACKGROUND:
Personal Protective Equipment (Bunker Equipment) is required so as to reduce or prevent personal injury to
firefighters while performing varied duties and functions. These include firefighting, rescue operations, training
etc. This equipment is inspected and replaced on an as needed basis.
The Purchasing Department advertised for bids on April 5, 2005 and April 12th in the Port Arthur News.
Bid packets were mailed to fourteen (14) vendors with five (5) vendors responding. The bid packets were
opened on April 20, 2005 with the following results:

· This bid does not meet specifications; the Fire Department Specifications called for Bunker Coat and Pants to
have a hook & loop port in the thermal liner and moisture barrier to allow for inspection of the internal condition
of the moisture barrier membrane, seam sealing, and thermal insulating layer/quilt stitching. The Specifications
also called for the Bunker Coat to be a tails design.
· * This bid does not meet specifications; the Fire Department Specifications called for the Bunker Pants to have
angled cuffs to reduce dragging when gear is wet. The Specifications called for the same type of inspection port as
the coat.

*** This bid does not meet specifications, the Fire Department Specifications called for Majestic Fire Apparel
brand, triple ply head, nomex blend 20% nomex 80% lenzing FR, UL classified. WSI failed to provide
specifications of an equivalent brand.

There is a $46.09 cost increase over FY 2003-2004 per set of gear, this represents an increase of 4%. It is
estimated that 20 sets of Bunker Gear will be replaced in the upcoming year.
BUDGET/FISCAL EFFECT:
Funds were approved by the City Council in the Fire Department FY 2004 Uniform and Bunker Equipment
Account # 001-1121-522.26-00 for the purchase of uniforms and hunker gear.
STAFFING/EMPLOYEE EFFECT:
None
