TO MAKE APPLICATION FOR 2009 SUPPLEMENTAL PORT SECURITY GRANR Memorandum To: Steve Fitzgibbons, City Manager From: Mark Blanton, Chief of Police Larry Richard, Fire Chief Date: October 6, 2011 Re: PR16720 Port Security Grant RECOMMENDATION It is recommended that the City Council authorize the approval for the Police and Fire Departments to make application for the 2009 Supplemental Port Security Grant funding in the amount of $410,219.00. This requires a 25 percent cash match from the City, which equates to $102,554.75. BACKGROUND The Department of Homeland Security has mandated that all First Responders, including municipal Police and Fire Departments to meet "Project 25" compliance for Interoperability by the year 2015. Therefore, this project is needed to enhance existing communications equipment in both the Fire and Police Departments. This will involve the replacement of equipment, which will not support the aforementioned "Project 25" compliance and involves specific software upgrades to other mobile and portable communications equipment. This project is both law enforcement and public safety oriented, and is a mandatory enhancement of an ongoing interoperability project. The local U.S. Coast Guard Marine Safety Unit has requested that we submit the aforementioned grant application as soon as possible. These funds may or may not be available in the future and the City would have to fund 100 percent of the total cost. BUDGET /FISCAL EFFECT Funds are not currently budgeted for the above - described request. That this grant requires a cash match of 25% from the City, which equates to $102,554.75. Section 3. Section 4. That a copy of the Resolution be spread upon the minutes of the City Council.
