BACKGROUND: The South East Texas Regional Planning Commission- Metropolitan Planning Organization (SETRPC -MPO) has requested the City Council pass a resolution urging the Texas Transportation Commission to dedicate funding to complete the construction of IH -10 in Orange County (letter attached). BUDGETARY /FISCAL EFFECT: None. EMPLOYEE /STAFF EFFECT: None. FRED WILLIAMS Mayor City ofKountze The SETRPC -MPO TPC voted to obligate its allocation of $11.304 million of SECRETARY Proposition 12 funds for (1) US 69 from IH -10 to Lucas Drive in Jefferson County KIRK ROCCAFORTE Mayor and (2) for IH -10 from West of Adam's Bayou to East of SH 87 in Orange County. City of Bridge City The SETRPC -MPO's funds for IH -10 are being combined with the TxDOT- Beaumont LEGAL COUNSEL District's funds to extend the limits of the project proposed by the TxDOT- RONNIE TURNER Provost Umphrey, LLP Beaumont District for its Rehabilitation & Safety allocation. However, even with this combination of funding, two miles of the IH -10 Corridor will remain as originally constructed. In light of this, at the Friday, September 9, 2011 SETRPC -MPO TPC meeting the TPC voted to pass a resolution requesting the Texas Transportation Commission to provide the funding required to complete the reconstruction of the IH -10 Corridor in its entirety in Orange County. Additionally, the TPC is encouraging each of its member jurisdictions to pass a similar resolution and forward it to the Texas Transportation Commission in order to demonstrate the regional support behind the EXECUTIVE DIRECTOR project. A RESOLUTION URGING THE TEXAS TRANSPORTATION COMMISSION TO PROVIDE REQUIRED FUNDING TO COMPLETE THE IH -10 CORRIDOR IN ORANGE COUNTY. WHEREAS, the City of Port Arthur, a member of the Transportation Planning Committee for the Jefferson- Orange- Hardin Regional Transportation Study area, recognizes the vital role that the highway system in our region plays in meeting the mobility needs of our citizens; and, WHEREAS, the IH -10 Corridor in Orange County is a regional high - priority corridor and some of the existing, original interstate sections are deteriorating and require more than maintenance provides; and, WHEREAS, the South East Texas Regional Planning Commission - Metropolitan Planning Organization (SETRPC -MPO) and the TxDOT- Beaumont District continue efforts to prepare the plans, specifications, and estimates to advance IH -10 projects to construction; and, WHEREAS, the IH -10 Corridor is a statewide priority, a key component of the Texas surface transportation infrastructure as a strategic intermodal corridor for freight movement, and a major transcontinental interstate highway; and, WHEREAS, the SETRPC -MPO and the TxDOT- Beaumont District have continually worked together, with support from the City of Port Arthur, to move forward on the IH -10 Corridor projects by allocating the region's $32 million of the American Recovery and Reinvestment Act (ARRA) funds; the $44.849 million of the TxDOT- Beaumont District Rehabilitation /Safety Proposition 12 funds; $5.304 million of the P.R. 16731 Page 2 SETRPC -MPO Proposition 12 funds; and all Category 2 funds through year 2021 for reconstruction and improving the entire 26 -mile Interstate Highway 10 facility in Orange County from the Neches River to the Sabine River; and, WHEREAS, these current funding sources are insufficient to complete the reconstruction of the remainder, a 2 -mile section from East of SH 87 to the Sabine River; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City of Port Arthur strongly urges the Texas Transportation Commission to allocate sufficient funds in the amount of $45 million to the TxDOT- Beaumont District to complete the reconstruction of IH -10 in Orange County; and, THAT, the Mayor is hereby authorized to transmit the letter to the Texas Transportation Commission, attached hereto as Exhibit "A "; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
