Comment
Recommendation:
I recommend approval of Proposed Resolution No. 16695 which
awards a contract for the construction of two (2) softball
fields at SSgt. Lucian Adams Park pursuant to a Texas Parks
and Wildlife Department Grant; contract in the amount of
$742,000.00.
Background:
In 2008 the City of Port Arthur was the sole municipality to be
awarded both an Indoor and Outdoor Texas Parks and Wildlife Grant
by the Texas Parks and Wildlife Commission. It is extremely rare
for a city to be awarded both grants in a single funding cycle.
This resolution provides funding related to the Outdoor Grant.
The City of Port Arthur suffered severe damage due to Hurricane
Ike; thus, causing a need to focus on restoration and re- building
- thus delaying both projects. The Indoor Grant project was
completed this year and dedicated as the Amos J Evans Gymnasium
and Multi - Purpose Building.
The complete Outdoor Grant project involves the construction of
two (2) softball fields, concession building with bathrooms,
lighting of both fields, scoreboards, and parking area
improvements. The proposed resolution awards a contract to the
lowest and best bidder to perform all site work which includes
construction of the two fields, fencing, installation of
irrigation systems for both fields, subgrade for
concession /bathroom building, and lighting of field No. 2. The
reprogrammed CDBG funds will be used to complete the project work.
As noted previously, the advent of Hurricane Ike following so
closely on the heels of Hurricane Rita and compounded by Hurricane
Humberto, significantly delayed start and focus on the grant
projects. The City received an extension to spend the monies
allotted in the grant; however, we are rapidly approaching the end
of the extension period. The Texas Department of Parks and
Wildlife does not want to have the grant money re- captured;
neither does the City.
The project was bid earlier this year, but the bids came in
significantly higher than project funds or reasonable estimates.
Therefore, the specifications were re- examined and modified where
appropriate and project was re -bid. The resulting bid provided by
N &T Construction was deemed the lowest and best bid for the
project.
Due the aforementioned delayed, it was determined in the best
interest of completing the project timely to award the
construction contract for the site work and to amend the contract
for the project's completion once the City Council approved the
reprogramming of the additional funds.
This project complies with the priorities and objectives of the
Council approved Parks, Recreation, and Open Space Master Plan.
These fields, which were developed using input from a focus group
of softball coaches and players, will serve as a springboard for
the City's quadri -plex concept utilizing the two (2) existing
softball fields [Open and Church fields, respectively]. The
extreme proximity of the fields to shopping and entertainment
centers as well as hotels will be a key component in attracting
tourism dollars to the city via softball tournaments.
Budgetary/Fiscal Effect:
Approval of proposed Resolution No. 16695 will authorize
contract funding in the amount of:
Nos. 303 - 1603 - 591.54 -00 and 303 - 1603 - 591.89 -00 CIP 717
TOTAL FUNDING $742,000.00
Funding is available for this purpose.
Staffmg/Employee Effect:
Adoption of the proposed resolution would have no impact on
staffing levels.
Summary:
I recommend approval of Proposed Resolution No. 16695 which
awards a contract for the construction of two (2) softball
fields at SSgt. Lucian Adams Park pursuant to a Texas Parks
and Wildlife Department Grant; contract in the amount of
$742,000.00.

A RESOLUTION AWARDING A CONTRACT TO N &T
CONSTRUCTION CO., INC. FOR THE CONSTRUCTION OF TWO (2)
SOFTBALL FIELDS AT SSGT LUCIAN ADAMS PARK PURSUANT TO
THE TEXAS PARKS AND WILDLIFE DEPARTMENT GRANT IN THE
AMOUNT OF $742,000. ACCOUNT NUMBERS 303 - 1603 - 591.54 -00 AND
303 - 1603 - 591.89 -00 CIP717.
WHEREAS, on Wednesday, October 12, 2011, competitive sealed bids were opened from
companies submitting proposals for the construction of two (2) softball fields at SSgt. Lucian
Adams Park [ "Adams Park "], as designated in the proposed tabulation bid sheet, attached hereto as
Exhibit "A"; and
WHEREAS, N &T Construction of Beaumont, Texas submitted the lowest and most
responsive bid in the amount of $742,000; and
WHEREAS, it is deemed in the best interests of the citizens of Port Arthur to enter into a
contract with N &T Construction Co., Inc., in substantially the same form as attached hereto as
Exhibit `B ", for the construction of two (2) softball fields at Adams Park; now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions of the preamble are true and correct.
Section 2. That the City Manager is herein authorized to enter into a contract with
N &T Construction Co., Inc., for the construction of two (2) softball fields, in substantially the same
form as attached hereto as Exhibit `B ", in the amount of $742,000 at SSgt. Lucian Adams Park.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
