Notice is hereby given pursuant to Chapter
551.045 of the Government Code that an
Emergency Meeting of the City Council of
The City of Port Arthur, Texas will be held on
Tuesday, September 13, 2005 at 3:00 ~.m. in the
City Council Chamber, Fifth Floor, City Hall,
444 Fourth Street, Port Arthur, Texas To
Consider the following Proposed Resolution:
P.R. No. 13270 - A Resolution As It
Pertains To The City's Participation In
The Provision Of Emergency Interim
Shelter And Interim Housing For Evacuees
From Hurricane Katrina And Authorizing
The City Manager To Expend $100,000 To Be
Reimbursed By FEMA
This meeting is called and posted on an
emergency basis under the Texas Open Meetings
Law for the reason that the health and safety of
the public is threatened if the City does not
immediately provide interim relief for evacuees
of Hurricane Katrina.

SUBJECT: FEMA Public Assistance
The State of Texas has requested that FEMA reimburse the S~ate for certain costs and
FEMA has taken the following acfioas:
ELIGIBILITY ITEMS UNDER PUBLIC ASSISTANCE
· Public Assistance will reimburse local governments for motel/hotel bills incurred
when they placed eligible evacuees in motel/holcl rooms in lieu of public shelters.
The~e people may have been placed in me, eh/hotels prior to September 7, 2005.
* The following proccdures apply, effective September 7, 2005, for moving people
fi.om shelters to motels/hotels. The local government will call 1-800-814-3336,
selection option 4, to set up an account as a jurisdiction with Texas Building
Procurement. Aflvr the account is established, thejurisdictinn will call 1-800-
444-3654 to establish interim housing in motels/hotels for evacuees to be moved
fi.om shelters. This interim housing is an eligible expense under the Public
Assistance program.
· Public Assistance will reimburse local jurisdictions for purchasing transportation
...by air, bus, or rail for eligible evacuees to relocate to au area of their choice. This
includes charges for excess baggage. Effective September 7, 2005, use il~e 800
number above to arrange transportation.
. Thc cost of trausportation for pets to go with evacuees is.el.igible.
, Ii'people elect to dl'ive their own car to reI. ocate from a shelter to an interim
housing location, they can receive funds to pay for fuel to get to their interim
housing location. Like the other transportation options, the jurisdiction will need

to provide the money to pay for the fuel, but tho jurisdiction will bc reimbursed
under the Public Assistance program through the State. Thc at:aount c£money
provided should be based on thc number of mile~ fi.om the shelter location to the
intcr/m housing locat/on at the State mileage allowance of 40,~ cents per mile.
Like other self-relocation:expenses, the jurisdiction needs te maintain a record of
all local funds expended for fuel.
· Public Assistance will reimburse local jurisdictions for the transportation costs to
reunite families living in di.fferent shelter loc~tiona.
· Local governments may lease housing units to pro. dc interim/intermediate
.. housing for ¢lig/ble evacuees.
* Furniture for leased housing units may be rented or purchased by thc local
jurisdiction.
Transportation cost~ incurred by loca[jurisdictions to transport evacuees ~o
shelters, DRCs, crc. are eligible.
* Labor costs - drivers, shelter staff, seourlty, etc. Eligible labor costs include:
Overtime for regular staff
· Overtime for backfill for transferred regular staff
Regular and overtime for extra hires
Contract costs
* Shelter operating costs:
* Temporary modifications made to sheller buildings including addition of
recreation equipment, show~s, crc. are eligible.
* Permanent modifications to bring a building up to codes and standards are not
eligible.
· Operating costs such as power, water and phones are eligible.
' * .Supplles: food, water, cots, blankets, etc. are eligible.
· Sanitorial services are eligible.
· Medical staff for emergency care, including mental health professionals is
eligible.
· Security is ellg/ble.
* Prescrlp~.on costs incurred by local government for evacuee~ in shelters are
clio/bio. If the evacuee has insurance, insurance must be applied first.
* Expenses incurred by shelters operated by the American Red Cross are billed
to the ARC.
* Sheltering of evacuated hospital patients: Operating costs such a~ administration
and other services are eligible, not including medical treairnent.
* Churches and other faith based organizations providing shel~rs are not eligible
applicant. 'The local jurisdlction directing thc organization to run a shelter is the
eligible applicant under Public Asslstanc¢ and may seek reimbursement, The
local jurisdiction should have a written agreement w/th the church or organization
stipulating the terms of thc agreem~at; i.e. rent for the building, personnel, food,
...whatever is being provided by thc o~ganizatio~.

* Schools:
· Public Assistance may provide temporary classroom buildings to schools that
have exceeded their building capacity duc to the influx of ~vacuees tittering
their school.
* Mental health counselors for schools taldng in evacuees are eligible.
· School computers required because of the influx of evacuee students are
eligible.
· Hiring of additional teachers and purchase of books is not eligible at this time
under the PA program.
* Local govemment~ may contract with individuals who have rental property for
use as intermediat~ housing.
· Cost for bus passe~ and t~xi services incurred by local jurisdictions is eligible as
long as it is limited to a reasonable amount.
* Medical services:
..· N~eessary, emergency medical or dental expenses are eligible for shelter
· Hospital costs, nursing homes, and assisted lJvlng is eligible only as
emergency care; no long term care is eligible.
o Costs incurred by a loon! government due to the death of an eva=ucc are eligible
under the Public Assistance program. Funeral costs ere covered under the
Individual Assistance progmra.
· Meals for evacuees staying in hotels are not eligible unless the local government
contracts for entering services.
· Housing owned by a local government would not be reimbursed for xent;
however, costs to operate the housing units, such as electricity, etc., would be
rcin~bur~ed.
* Reimbursement for host familie~ taking evacuees in~o their households is not
eligible.
· FEMA will not reimburse for store vouchers or phone cards given to evacuees by
local gove~nraents.
