A RESOLUTION AS IT PERTAINS TO THE CITY' S PARTICIPATION IN THE PROVISION OF EMERGENCY INTERIM SHELTER AND INTERIM HOUSING FOR EVACUEES FROM HURRICANE KATRINA AND AUTHORI V. ING THE CITY MANAGER TO EXPEND $100,000 TO BE REIMBURSED BY FEMA ~HEREAS, the President has declared an emergency for the State of Texas as it pertains to the influx of evacuees from states impacted by Hurricane Katrina, as described in Exhibit "A"; and, WHEREAS, the Governor of the State of Texas has certified that Hurricane Katrina has created a temporary housing emergency in the State of Texas, as described in Exhibit "B"; and, WHEREAS, there is an urgent public necessity to move evacuees of Hurricane Katrina from Ford Park and other shelters to other interim housing; and, WHEREAS, there is a necessity for the City to immediately act as to avoid an imminent threat to public health and safety; and, WHEREAS, this was an unreasonably unforeseeable situation; and, WHEREAS, FEMA is agreeing to reimburse the City for the cost of the interim housing and interim shelter; and, WHEREAS, the influx of potentially thousands of evacuees from Gulf Coast States will overwhelm the local capacity of shelters operated by volunteer agencies and the American Red Cross, requiring state and local governments to act in an humanitarian fashion to meet current and anticipated sheltering needs in both the short and long term; and, W~EREAS, the City of Port Arthur desires to participate in this emergency interim relief in the amount of $100,000; and, W~ER~AS, another $150,000 is being provided by the Housing Authority, other government agencies, and private companies. NOW, THEREFORE, BE IT RESOL¥~,~ BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager and his designees are herein authorized to expend up to $100,000 for emergency interim housing and interim shelter and other ancillary eligible programs to assist the evacuees on an emergency basis, as described in Exhibit ~C". Section 3. That the City Manager and his designees are herein authorized to seek reimbursement of all of the City's costs from FEMA. Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. These people may have been placed in motels/hotels prior to September 7, 2005. · The following procedures apply, effective September 7, 2005, for moving people from shelters to motels/hotels. The local government will call 1-800-814-3336, selection option 4, to set up an account as a jurisdiction with Texas Building Procurement. After the account is established, the jurisdiction will call 1-800- 444-3654 to establish interim housing in motels/hotels for evacuees to be moved from shelters. This interim housing is an eligible expense under the Public Assistance program. · Public Assistance will reimburse local jurisdictions for purchasing tmn~ortation by air, bus, or rail for eligible evacuees to relocate to an area of their ohoice. This includes charges for excess baggage. Effective September 7, 2005, use the 800 number above to arrange transportation. · The cost of transportation for pets to go with evacuees is eligible. · If people elect to drive their own car to relocate from a shelter to an interim housing location, they can receive funds to pay for fuel to get to their interim housing location. The amount of money provided should be based on thc number ofmil~ f~om the shelter location to the interim housing location at the State mileage allowance of 40,5 cents per mile. Like other self-relocation:expenses, the jurisdiction needs to maintain a record of all local funds expended for fuel. · Public Assistance will reimburse local jurisdictions for thc transportation costs to reunite families living in different shelter locations. · Local governments may le~e housing units to provide interim/intermediate . housing for eligible evacuees. * Furniture for leased housing units may be rented or purchased by the local jurisdiction. * Transportation costs incurred by local jurisdictions to transport evacuees to shelters, DRCs, ete, are eligible. * Labor costs - drivers, shelter staff, security, etc. Eligible labor costs include: * Overtime for regular staff · Overtime for backfill for transferred regular stuff * Regular and overtime for extra hires Contract costs · Shelter operating costs: , Temporary modifications made to shelter buildings including addition of recreation equipment, showers, etc. are eligible. * Permanent modifications to bring a building up to codes and standards are not eligible. · Operating costs such as power, water and phones are eligible. ' · Supplies: food, water, cots, blankets, etc. am eligible. · Janitorial services are eligible. · Medical stafffor emergency care, including mental health professionals is eligible. . Security is eligible. · Prescription costs incurred by local government for evacuees in shelters are eligible. I£the evacuee has insurance, insurance must be applied first. * Expenses incurred by shelters operated by the American Red Cross are billed to t~e ARC. · Sheltering of evacuated hospital patients: Op~'ating costs such ss administration and other services are eligible, not including medical treatment. · Churches ~md other faith based organizations providing sh¢l~ers are not eligible applicant~. The local jurisdiction directing the ovgan~zatinn to mn a shelter is the eligible applicant undcl' Public Assistance and may seek reimbursement. The local jurisdiction should have a written agreement with the church or organization stipulating the terms of the agreement; i.e. rent for the building, personnel, £ood, · ·whatever is being provided by the organization. Mental health counselers for schools taking in evacuees are eligible, · School computers required because of the influx of evacuee students arc eligible. · Hiring of additional teachers and pumhase of books is not eligible at this time under the PA program. * Local governments may contract with individuals who have rental property for use as intermediate housing. · Cost for bus passes and taxi services incurred by local jurisdictions is elig/blc as long as it is limited to a reasonable amount. * Medical services: · * Necessary, emergency medical or dentaI expenses are eligible for shelter eva¢llees. · Hospital costs, nursing homes, and assisted living is eligible only as emergency care; no long term care is eligible. · Costs incurred by a local government due to the death of an evacuee are eligible under the Public Assisixnce program. Funeral costs are covered under the Individual Assistance program. · Meals for evacuees staying in hotels are nc,: eligible unless the local government contracts for catering services. Housing owned by a local government would not be reimbursed for rent; however, costs to operate the housing units, such as electricity, etc., would be reimbursed.
