Therepair cost willbe e×pensed to the Public Works Department- Solid Waste Landfill Maintenance Account Number: 403-1274-533-43.00 BACKGROUND: Equipment #1061 is a 1987 Rex 3-70A Compactor used by the Public Works-Solid Waste Division in daily landfill operations. This equipment cost $121,930.00 when purchased used from Landfill Equipment Company and was delivered on March 30, 1994. A replacement compactor, similarly equipped, would cost approximately $530,000.00 to purchase today. This equipment has operated approximately 11,354 hours and has incurred $542,823.17 in life-to-date maintenance expenses. This equipment is not scheduled for replacement in Fiscal Year 2005. In July 2005, Equipment Services Technicians were called to the Landfill to inspect noise and vibration within the Compactor's right front wheel and inspect all wheel/cleat wear on the Compactor. Upon a detailed inspection it was determined that the Planitary Carrier Assembly which maintains wheel alignment had failed in addition to the center pivot pin hooks. Upon further evaluation of all compaction wheels it was determined and recommended that they be replaced before wheel core value could not be salvaged due to their extreme wheel(s)/cleat wear conditions. The Compactor has operated approximately 4,839 hours since its last wheel(s) replacement in July 1997. This equipment is used daily at the City Landfill for landfill cell compaction operations and is essential to landfill operations. This status necessitated that repairs be authorized to return this equipment to service. Consequently, several vendors were contacted and repair part costs (with freight charges) quotations were solicited from the following sole two (2) reconditioned/exchange vendors: Landfill Equipment Company, of Herculaneum, Mo .................................................. $32,750.00 Caron Compactor Company, of Modesto, Ca ............................................................ $39,650.00 The remanufactured wheels quoted by Landfill Equipment Company could be delivered to the City within one (1) to two (2) weeks. Additionally, Landfill Equipment Company remanufactured wheels have new one inch (1") wrapper/drums on all four (4) wheels and seven inch (7") cleats. Existing worn wheels were only provided with six inch (6") cleats. This feature on the remanufactured wheels provides for extended wheel life. The final cost for all replacement parts was $3,564.87 less ($29,185.13) than the original estimate of $37,750.00. The decrease is due to the Compactor's steering/suspension hub being serviceable for resurfacing by a local Port Arthur vendor. The Public Works and Equipment Services staff have reviewed the necessary Compactor wheel(s) replacement and associated repair parts and concurred that the estimate by Landfill Equipment to furnish remanufactured wheels was the most cost-effective for the City. All equipment labor repair work will be performed by the Equipment Services Staff at the Garage facility. A memorandum dated August 18, 2005 (copy attached) was sent to the City Manager for concurrence regarding the need for emergency repairs. In mid July 2005, Equipment Service Technicians were called to the Landfill to inspect a chronic noise and vibration within the'Compactor's right front wheel· Upon a detailed inspection it was determined that the Planitary Carrier Assembly which maintains wheel alignment had failed· This failure resulted in the right front wheel to become loose and slide off from the spindle hub extensively by damaging the Planitary Carrier Assembly· The failure necessitated that the Equipment be transported to Equipment Services for tear down and repairs· Upon fnrther evaluation of all compression wheels it was determined and recommended that they be replaced before wheel core valua could not be saved due to their extreme wheel/cleat wear· The Compactor has operated approximately 4,839 hours (since its last wheel(s) replacement in July 1997). The existing wheel(s) condition can no longer perform the required waste material compression due to worn wheel/cleat component conditions· This equipment is used daily at tbe City Landfill for landfill cover operations and is essential to landfill operations. This status necessitates that repairs be authorized to return this equipment to service with a minimum amount of downtime. Consequently, several vendors were contacted and repair part costs with freight charges quotation were solicited from the following sole two (2) reconditioned/exchange wheel parts vendors: Landfill Equipment of Herculaneum, Missouri .......................................................... $32,750.00 Caron Compactor Company, of Modesto, California ................................................... $39,650.00 The remanufactured wheels and tire other steerin~suspension replacement parts quoted by Landfill Equipment can be delivered to the City within one (1) to two (2) weeks· Additionally, Landfill Equipment remanufactnred wheels have new one inch (1") wrapper/drums on all four (4) wheels and seven inch (7") cleats. Existing worn wheels were only provided with six inch (6") cleats. This feature on the remanufactured wheels provides for extended wheel life. Other repair parts associated with the above repairs maybe necessary to replace worn components that were not readily apparent during the initial inspection. The Public Works and Equipment Services staff have reviewed the necessary Compactor repairs and concurred that the estimate by Landfill Equipment to furnish the above associated replacement parts and a set of four (4) remanufactured wheels should be selected as the most cost-effective for the City· All equipment labor repair work will be performed by the Equipment Services Staff at the Garage facility. Your concurrence with this course of action is respectfully requested. Upon completion of repairs, a Council Communication will be prepared to doculnent the repairs and to authorize approval for payment of expenses for this emergency power compouent assembly replacement.
