Comeaux, P.E., Director of Public Works SUB.1ECT P.O. #5559 - School Zone for Ridgewood Christian School DATE September 20, 2005 RECOMMENDATZON: I recommend that the City Council approve Proposed Ordinance No. 5559, designating a school zone along Lake Arthur Drive adjacent to Ridgewood Christian School. BACKGROUND: We have received a request from Dustin Guidry, Senior Pastor of Ridgewood Church for a school zone along Lake Arthur Drive adjacent to Ridgewood Christian School. We have consulted with Col. Blanton, Assistant Chief of Police, and have his concurrence in establishing this school zone. BUDGETARY/FZSCAL EFFECT: Funding is available in Public Works E~ectrical account 001-:~205-531.45-00 for the necessary signage. RCS is in its eighth year of existence and currently has 130 students enrolled from PreK4 to 12th grade. A school zone with the time of 7:30am - 8:30am and 2:45pm -3:45pm on Lake Arthur Dr. would be sufficient for the needs of Ridgewood Christian School. If a school speed zone is to be established, I believe it has to go before council. AN ORDI'NANCE DEStGNATING A SCHOOL ZONE ALONG LAKE ARTHUR DRIVE FOR RIDGEWOOD CHRISTIAN SCHOOL, PROVI~DING FOR AN EFFECTIVE DATE, AND FOR PUBLICATION WHEREAS, the pastor of Ridgewood Church has requested a school zone along Lake Arthur Drive for Ridgewood Christian School. WHEREAS, the City Council deems it in the best interests to control traffic adjacent to Ridgewood Christian School for the protection of the students by the addition of traffic control measures. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That a school zone be designated along Lake Arthur Drive from the US Highway 69 right-of-way eastward for a distance of approximately 1,280 feet with a maximum speed of 20 miles per hour during the hours of 7:30 a.m. to 8:30 a.m. and 2:45 p.m. to 3:45 p.m. on school days, and that appropriate signage be placed at the limits of this school zone. Section 3. That this being an Ordinance which requires publication, its caption shall be published at least one (1) time within ten (10) days after final passage hereof in the official newspaper of the City of Port Arthur, and this Ordinance shall take effect immediately after the date of publication.
