Recommendation
I recommend that the City Council approve Proposed Resolution 13250, approving a
contract between the City and the Southeast Texas Arts Council (SETAC) for the
purpose of funding SETAC programs for the 2005-2006 fiscal year in the amount of
$45,000.
Background
The City has provided funding in the amount of $45,000 per year for SETAC for the
past several years. This funding, along with funding from other cities, corporations and
other agencies provides the operating budget of SETAC.
Budgetary Effect
Funds were provided in the 2005-2006 budget to provide for the $45,000 support of
SETAC, account 001-1003-512.59-00, Project M97901.

A RESOLUTION APPROVING A CONTRACT BETWEEN THE
CITY OF PORT ARTHUR AND SOUTHEAST TEXAS ARTS
COUNCIL (SETAC) FOR THE PURPOSE OF FUNDING SETAC
FOR THE 2005-2006 FISCAL YEAR IN THE AMOUNT OF
$45,000, ACCOUNT # 001-1003-512.59-00.
WHEREAS, the City Council recognizes that the Southeast Texas Arts Council provides
valuable programs in the community; and,
WHEREAS, these programs assist in the economic development of the City as well as
stimulate business and commercial activity in the City and the City can donate hereto pursuant to the
Chapter 380 Local Government Code; and
WHEREAS, the City Council has reviewed the proposed budget of SETAC programs in Port
Arthur, and has approved funding for the 2005-2006 fiscal year; now therefore,
BE IT RESOLVED BY TItE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the City Manager is authorized to execute the contract attached hereto as Exhibit "A"
on behalf of the City of Port Arthur with Southeast Texas Arts Council providing funding for a portion
of the operating budget of SETAC; and
THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the City
Council.

AGREEMENT
THIS AGREEMENT, made and entered into at Port Arthur, Jefferson County, Texas,
between the Southeast Texas Arts Council (SETAC), non-profit corporation and the CITY OF PORT
ARTHUR, TEXAS (the "City"), a municipal corporation;
WITNESSETH:
WHEREAS, Southeast Texas Arts Council provides support to various cultural activities in
the community; and
WHEREAS, the CITY OF PORT ARTHUR, in recognizing the importance of said activities
and the benefits to be derived therefrom by patrons of the arts, the students, and the citizens of the
City; and
WHEREAS, the CITY OF PORT ARTHUR has agreed to provide operating funds for the
SETAC for the 2005-2006 fiscal year in a sum not to exceed $45,000, said appropriation having been
included in the City budget for the 2005-2006 fiscal year; and
NOW, THEREFORE, in consideration of the mutual promises, covenants and agreements
herein set forth, it is agreed between the parties as follows:
THAT the Southeast Texas Arts Council agrees to provide support to the activities listed in
Exhibit "A- 1".
THAT, the CITY agrees to fund the Southeast Texas Arts Council a sum not to exceed
$45,000 for the 2005-2006 fiscal year (October 1, 2005 through September 30, 2006).
THAT, SETAC shall keep books of account on all expenses and revenues and shall submit a
financial report to the CITY reflecting all receipts and disbursements by SETAC.
THAT the City Manager or his designated representative shall have, upon reasonable notice,
the right to inspect all books and records of SETAC.

Dear Ms. Underhill:
As you approach your budget allocation process, SETAC respectfully requests the City of
Port Arthur continue supporting our organization in the amount of $45,000. SETAC's
annual budget is approximately $450,000. Port Arthur's funds account for approximately
10% of our annual budget and approximately 25% of our service. SETAC receives
funding from the federal government, the State of Texas, local municipalities, corporate
donations, private foundation grants, individual donations, and membership. SETAC
holds administration costs between 16 - 25%.
SETAC receives funds from the following entities: ~' Texas Commission on the Arts, the state entity charged with oversight of state
funding ($35,000)
~' Discretionary funds from the City of Port Arthur ($45,000)
} Hotel Occupancy Tax funds from the City of Beaumont ($100,000)
} Discretionary funds from the City of Beaumont ($20,000 - $40,000). In addition
to funds, the City of Beaumont allows SETAC to office in the Julie Rogers
Theatre, which is counted as an in-kind donation of approximately $20,000
towards overhead expenses.

Our focus for 2006 is to strengthen the arts and humanities programs in Port Arthur.
Several long-standing arts organizations in the area need technical, management and
public relations assistance to continue serving the community. It is also extremely
important to SETAC that the arts reach and serve all the citizens of Port Arthur not just
the privileged few.
We are working more with our organizations to develop collaborative projects with social
service and governmental entities that serve low-income minority citizens. Our goal is to
assist the organizations to leverage the City's support as a matching incentive for other
grants. For example, Young Audiences receives support from SETAC to serve Port
Arthur school children. Utilizing this support as a base, the organization wrote and
received a grant to serve pre-school children in cooperation with the Port Arthur Public
Libraries. This kind of project is an excellent example of the synergy created by
collaboration.
Your support this year is crucial to the future of Port Arthur. Thank you for your

Breakdown of Proposal for Funding
The Southeast Texas Arts Council respectfully requests $45,000 to continue our
long- standing relationship of supporting the arts in Port Arthur. Funds will be
utilized to provide year round financial, technical assistance and to raise public
awareness of the arts and humanities. The programs listed below have been
selected after an arduous review by staff members, a 15 member team of
experts that conducted interviews of every applicant, and SETAC's own 24
member Board of Directors. It is SETAC's goal that the al.~l citizens of Port Arthur
have a chance to experience the magic of music, theater or dance. Moreover it is
a primary goal that children have the opportunity to learn and grow through the
arts. The Council's contribution is not the sole source of support for any project
but is a vital match to the support garnered from throughout the community.

Southeast Texas Hispanic and Cultural Education Center
Mercado Days 2006
This 2 day festival in Downtown Port Arthur is filled with multi-cultural events.
Mercado is the Spanish word for Market and the festival will feature booths
showcasing a variety of ethnic foods, arts and crafts a farmer's market street
dances featuring Latin and Tejano music, ethnic folk dances, ethnic costume
style show and a demonstration of unique Hispanic food preparation from the
different Central and South American countries. The festival will also include and
art gallery exhibit highlighting local Hispanic artists.
Audience: 5000 all ages, designed to showcase the artistic talent of a minority
population
Location: Downtown Port Arthur
Grant Allocation: $3000
Port Arthur Little Theater
2006 Season
Port Arthur Little Theater will be producing 3 drama/comedy shows, 2 large scale
musicals and 3 dinner show productions. Funds will be used for production
expenses including royalties, scripts, set construction, props and programs. This
funding will allow the Theater to continue to provide the best quality in live theater
to Port Arthur.
Audience: 6000+ showcases local theatrical talent provides alternative
entertainment

Museum of the Gulf Coast
Community Partnership
This museum initiative to provide consistent free educational outreach
opportunities for the Southeast Texas Community, specifically underserved
youth. These programs introduce young people to the many resources in arts,
cultural heritage and outdoor recreation in the region, instill a sense of pride in
our heritage and enhance community involvement in the museum.
Audience: 2500 targeted to underserved youth
Location: Downtown Port Arthur
Grant Allocation: $2000
Texas Artists Museum
Kids Projects 06
The Artsmart Summer Camp for ages 6-13 offers the youth of the area a way to
explore different cultures through art. The theme of this year's camp is the
Brazilian Rain Forest. Scholarships are given to Iow income children. The camp
utilizes the talents of local artists to help children make art that is too good for the
refrigerator and can be hung proudly on a wall. The museum will also sponsor
activities for children in the fall. All activities for kids are advertised through the
local schools.
Audience: 300-500 children ages 6-13 from a cross section of Port Arthur
Location: Civic Center Area
Grant Allocation: $5000
Mexican Heritage Society
Folkloric Dancers
The folkloric dancers promote and preserve Mexican Culture through dance.
Their request will allow the dancers to have the training and costumes to perform
throughout Port Arthur at various festivals, schools, hospitals, the Walk for Racial
Unity, Cav-OiI-Cade, and the Mexican Fiesta to name a few.
Audience: 6500 all ages
Location: Venues throughout Port Arthur
Grant Allocation: $3000
Lamar University Port Arthur
Concert - Symphony of Southeast Texas
Lamar State College Port Arthur will bring the Symphony of Southeast Texas to
allow the citizens of Port Arthur to experience a professional Symphony
Orchestra in their own community. The performance will be held in the new
Pedorming Arts Center on the LSC-PA campus.
Audience: 400 marketed to entire community
Location: LSC-PA campus
Grant Allocation: $2790
Arts in Education
Young Audiences of Southeast Texas
Arts Education in Southeast Texas will provide high quality, interactive
curriculum-based and TEKS aligned fine arts programs to pre-kindergarten
through 12th grade students in Port Arthur schools. The grant will provide a
catalog full of programming that can be selected by schools to offer opportunities
for children to experience dance, theater, music, literature, history, and visual
arts performances at their school. Young Audiences fulfills a need for fine arts
educational opportunities that can be integrated into classroom learning.
Because of preparation for testing has become such an important part of school
life, field trips are becoming less feasible for schools. However, Young Audiences
brings the performance to the children. This allows Port Arthur kids from all walks
of life to experience the arts.
Audience: PAISD - all grade levels throughout the school year
Location: Schools throughout Port Arthur
Grant Allocation: $5000
Publishing & Promotions
The Council publishes the award winning tourism magazine, Off Ramp. 12,000
copies are now published twice per year and distributed at strategic locations
frequented by tourists around the state of Texas. We also work with television,
radio and newspapers and our constantly update our own website to publicize
the arts on a regular basis. In addition, this year the council will roll out a historic
homes DVD that will feature two Port Arthur Historic Homes in a regional context.
Audience: 24,000 per year (magazine alone), targeted to tourists with an interest
in the arts

Technical Assistance to Organizations and Grant Administration
SETAC provides technical assistance to organizations in the areas of research
and notification of outside funding opportunities, forming cooperative projects
between organizations and with other sectors and the development of services to
meet the needs of all residents. For example, during this year's grant interviews
we distributed new software packages donated by Microsoft to Port Arthur
organizations needing upgrades. Your support will also enable us to continue to
coordinate and run one of what Texas Commission on the Arts calls "one of the
best subgranting programs in the state of Texas".
Audience: Available to all Port Arthur Arts and Humanities Organizations
Benefits: Entire Community and tourists visiting Port Arthur
