RECOMM EN DATION:
! recommend that the City Council approve Proposed Resolution No. 13288, authorizing the
City Manager to exchange our BlVl 624 chip spreader for an LM 420 chip spreader.
BACKGROUN D:
The City of Port Arthur Public Works Department, Streets Division purchased a new BM 624
chip spreader approximately two years ago from Geffs Manufacturing, Inc. This is an
oversized unit that has electronic sensors. This unit has been a source of difficulty to the
Streets Division ever since delivery.
Geffs Hanufacturing, Inc. has offered to replace our current chip spreader with a smaller,
more reliable unit, an LlVl 420 chip spreader, that has a proven performance record. This
exchange is to be at no cost to the City.
BUDGETARY/FISCAL EFFECT:
Authorizing this exchange will improve the efficiency of street repair by providing more
efficient and economical chip seal operations.
EMPLOYEE/STAFF EFFECT:
None
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 13288, authorizing the
City IVlanager to exchange our BM 624 chip spreader for an LM 420 chip spreader.

Dear Mr. Broussard,
My name is JeffMatkin, I am the owner of GEFFS Manufacturing. David Pristupa has been in
communication with you in regards to trading your Big Machine for a smaller LM 420. Dave's
visits have provided us with better insight as to your actual needs. We believe that we can better
serve P6rt Arthur by matching a machine to your use. The smaller chipper that fits the bill
would be our model with an expandable 10 fi to 17 ~A fi front hopper: 225 liP engine; 6 speed
transmission: rear wheel drive. This is similar to what your operators are used to, just with new
technologies. There are less moving parts, less hydraulics and simple to operate. GEFFS is here
to help and we want what is best for Port Arthur. With costs escalating over the past 24 months
the cost for your Big machine is now what the smaller machines cost therefore it would be a
good time to trade. The warranty would be 2 years and we will pay the shipping both ways.
Dave will come down and do the training. There will be no costs to Port Arthur. In the long run,
you will, I'm sure see the benefits. Our delivery right now is 120 to 180 days. If you decide to
stay with the Big machine we will be here to support your needs. This is simply an option for
Port Arthur. Please let me know your thoughts.

RESOLUT1'ON NO.
A RESOLUTION AUTHOR~rZING THE CITY MANAGER TO EXCHANGE
OUR CURRENT GEFFS MANUFACTURING BM 624 CHIP SPREADER
FOR A NEW LH 420 CHIP SPREADER.
WHEREAS, two years ago, the City of Port Arthur Public Works Department
purchased a BM 624 chip spreader from Geffs Manufacturing, Inc. of Pocatello, [daho;
and,
WHEREAS, due to the electronic sensors, the BM 624 chip spreader has been a
source of difficulty to the Streets Division for the entire time of ownership; and,
WHEREAS, the manufacturer, Geffs Manufacturing, [nc. of Pocatello, Idaho, has
offered to exchange the current BM 624 for a proven LM 420 at no cost to the City as a
settlement of the outstanding warranty issues; now, therefore,
BE IT RESOLVED BY THE CTTY COUNCIL OF THE CTTY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur authorizes the City Manager to
proceed with the settlement with the manufacturer as to the exchange of the current
BM 624 for a new LM 420 chip spreader with a new warranty; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
