ENERGY LNG REGASIFICATION TERMINAL
DEVELOPMENT (REQUESTED BY COUNCILMEMBER
BEARD)
WHEREAS, Sempra Energy LNG, a wholly owned subsidiary of
Sempra Energy has recently proposed to develop an LNG
regasification terminal south of the City of Port Arthur near
Sabine Pass; and,
WHEREAS, the proposed $700 million terminal, known as Port
Arthur LNG, will bring revenues/sales to local businesses like
stores, restaurants, hotels, and significant new taxes which
benefit our local schools, parks, ports, waterway, city, and
county; and,
WHEREAS, there will be significant economic benefits to
area merchants as a result of construction spending and spending
associated with addressing the needs of full-time employees and
services necessary to maintain terminal operations; and,
WHEREAS, the construction of Port Arthur LNG and the
pipeline will provide an average monthly onsite workforce of 530
persons over forty-five (45) months during Phase I construction,
and 69 permanent new jobs for the area; and,
WHEREAS, through a pass-through tolling proposal to the
Texas Department of Transportation, Port Arthur LNG would

relocate a portion of Highway 87 to allow construction of the
terminal, thereby minimizing the impact of severe erosion on
this highway and provide a safer hurricane evacuation route to
residents in the Sabine Pass area; and,
WHZREAS, the proposed terminal would be clean, safe, and
efficient, meeting all state and federal air quality, noise, and
other critical environmental standards.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble
are true and correct.
Section 2. That the City of Port Arthur hereby supports
the proposed Port Arthur LNG, LLC terminal development, and
urges the Federal Energy Regulatory Commission {FERC) to
authorize all necessary permits by the end of 2005.
Section 3. That a copy of the caption of this
Resolution be spread upon the Minutes of the City Council.
