COMMENT RECOMMENDATION: Staff recommends that the City Council adopt P. R. No. 12811, authorizing the Mayor and City Manager to execute a one-year contract between the City of Port Arthur and JOEY'S TRACTOR SERVICE, for the contract amount of 0.0039 er s uare foot for moxving privately-owned and City-owned vacant property in Area B. Area B is that area of the City of Port Arthur roughly bounded on the north by West 19~h Street and KCS Railroad, on the east by Savannah Avenue, on the south by Lakeshore Drive, and on the west by Foley Avenue. ~: Bids were opened on October 13, 2005, JOEY'S TRACTOR SERVICE xvas the lowest and best bidder to wit for the mowing of vacant lots in Area B for the amount of $0.0039 ~. This contract is for one year with the City's option to renew for two (2) additional years. Trey's Tractor Service bid $0.0044 per square foot. These were the only two bidders. BUDGET AND REVENUE IMPACT: Adoption of this proposed resolution will not require a budget amendment. Funds are available in Account No. 001-1401-551.59-00. STAFF LEVEL IMPACT: Adoption of this proposed resolution will have no effect on current staffing level. SUMMARY: Staff recommends that the City Council adopt P. R. No. 12811, thereby authorizing the Mayor and City Manager to execute a contract with JOEY'S TRACTOR SERVICE for the mowing of grass o~ privately-owned (where owners have failed to maintain the property) and City- owned vacant property in Area B. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, for the purposes of this resolution, Area B is that area of the City of Port Arthur roughly bounded on the north by West 19th Street and KCS Railroad, on the east by Savannah Avenue, on the south by 1,akeshore Drive, and on the west by Foley Avenue; and THAT, for the purposes of this resolution, a developed lot is defined as a lot or parcel of land which has one or more buildings on it and a vacant lot is defined as a lot or parcel of land with no buildings on it; and THAT the City Council of the City of Port Arthur hereby awards the bid and contract for grass cutting services of privately-owned properties (not maintained by owners) and City-owned vacant properties to the best bidder, to wit: oe's Tractor Service; and THAT the Mayor and City Council of the City of Port Arthur are hereby authorized and directed P. R. No. 13304 10/20/05 RLS to execute, on behalf of the City of Port Arthur, a contract between the City of Port Arthur and Joey's Tracto£ Service fo~ ~he contract price of $0.0039 per square foot for the mowing of vacant lots in Area B. WITNESSETH: That for and in consideration of the payment terms, conditions and agreements set forth here'm, OWNER and CONTRACTOR agree as follows: 1. The term of this Contract shall be from October 25. 2005 to October 25. 2006, with the option of the CITY to renew the agreement for two (2) additional yeaxs. 2. The CONTRACTOR will perform mowing and -qmming and removal of litter and debris on City-owned and Private-owned Vacant properties in Area B as stated in the Contract Documents. 3. During the term of this Contract, the Contract will furnish at his own expense all of the materials, supplies, tools, equipment, labor and other services necessary to connection therewith, excepting those supplies specifically not requixed of CONTRACTOR in the Specifications. 4. The CONTRACTOR agrees to perform all the work described in the Spedfications and contract documents comply with the ten'ns therein for the price of $0.0039 _net square foot. 5. The CONTRACTOR will commence the work required by the Contract Documents on or before a date to be specified in the "Notice to Mow" and will complete within seven (7) days unless the period for completion is extended otherwise by the Contract Documents. 6.
