RECOMMENDATION:
It is recommended that the City Council adopt Proposed Resolution 16765, authorizing the City
Manager to award contracts to SKR Construction, Inc. and DSW Homes, LLC to complete minor
repairs to four (4) newly constructed homes that were vandalized for a total amount of $19,065.
BACKGROUND:
The Housing Department received quotes for repairs to four (4) newly constructed homes that were
vandalized. The following work was required for the houses.
2200 5 Street
Replace the A/C unit, install condenser and security cage.
2121 5 Street
Install doors in the laundry room and master bedroom. Replace two (2) windows and window screens.
Re -hang shower rod. Caulk and repaint back door. Reset cabinet. Re -glue seal on vinyl floor. Replace
front door and storm door. Replace and install top range and refrigerator. Replace the A/C unit and
install security cage.
2810 9 Street
Replace appliances, back door, kitchen cabinets, kitchen and bathroom counter tops, kitchen sink faucet,
garage disposer and vent hood. Install condenser and security cage.
2940 9 Street
Replace back door, kitchen appliances. Repair water line to refrigerator.
The following three quotes were received.

American Homes was he low quote for 2121 5 Street, but did not include the appliances and was
therefore non- responsive.
SKR Construction, Inc. and American Homes are Port Arthur Vendors.
Total Cost for SKR Construction, Inc. is $9,810, and the total cost for DSW Homes is $9,255
BUDGETARY/FISCAL EFFECT:
Funds are available in the HOPE 3 Account # 117- 1404 - 621.59 -00
SUMMARY:
It is recommended that the City Council adopt Proposed Resolution 16765, authorizing the City

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO CONTRACTS WITH SKR CONSTRUCTION,
INC. AND DSW HOMES, LLC FOR REPAIRS TO FOUR (4)
NEWLY CONSTRUCTED HOMES THAT WERE VANDALIZED,
ACCOUNT NUMBER 117 -1404- 621.59 -00.
WHEREAS, the city of Port Arthur Housing Division constructed five (5) homes
pursuant to Resolution No. 10 -511; and
WHEREAS, four (4) of the newly constructed homes have been vandalized; and
WHEREAS, three (3) quotes were received for repairs to four (4) newly constructed
homes that were vandalized; and,
WHEREAS, two (2) homes 2200 5th Street and 2810 9 Street will be awarded to SKR
Construction, Inc. in the amount of $9,810; and,
WHEREAS, two (2) homes 2121 5 Street and 2940 9 Street will be awarded to
DSW Homes, LLC in the amount of $9,255; and,
WHEREAS, the Housing bepartment will inspect all new constructed homes that
sustain vandalism and insure they are in compliance with federal, state, and local requirements.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager of the City of Port Arthur is hereby authorized and
directed to enter into contracts with SKR Construction, Inc. (attached as Exhibit A) and DSW Homes,
LLC (attached as Exhibit B).
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the Council.

CONTRACT FOR THE REPAIRS TO TWO (2) NEW
CONSTRUCTION HOMES
THIS AGREEMENT, made this 20 day of December
2011, between the City of Port Arthur, herein referenced to as the "City" and SKR
Construction, Inc. sole proprietorship, herein acting by and through Gloria Sanchez ,
hereinafter referenced to as "CONTRACTOR ".
IN WITNESS WHEREOF, that for and in consideration of payments, terms and
conditions set forth herein, the City and the Contractor agree to the following:
1. The Contractor will provide repairs of. the following two (2) homes:
REPAIRS DUE TO VANDELISM
• 2200 5 Street
• 2810 9 Street
2. Contractor agrees to perform all the work described in the specifications and
contract documents and comply with the terms herein for the sum of $ 9,810.00
3. The term "Contract Documents" means and includes the following:
(A) Agreement
(B) Quote
(C) Notice of Award
(D)Notice to Proceed
4. During the term of this Contract, the Contractor will furnish, at his own expense,
all of the materials, supplies, tools equipment, labor, qualified supervision and
other services necessary for satisfactory completion of specifications and
agreements.
5. The Contractor agrees to indemnify the City and hold harmless the City of Port
Arthur and its officers, agents, employees or assigns from any and all liability,
including claims, causes of action, and damages to property arising out of or in
connection with the work done by the Contractor under terms of this contract.
6. The term of this Contract shall be 60 days from the start date on the "Notice to
Proceed ".
7. IN WITNESS WHEREOF, parties hereto have executed or caused to be
executed this agreement in duplicate originals.
