RECOMMENDATION
I recommend that the City Council approve Proposed Resolution No. 16812 authorizing the execution of
Change Order No. 6 to the contract between the City and ALLCO, Inc., of Beaumont, Texas, increasing
the contract amount by $95,534.44, for the Sanitary Sewer Rehabilitation by the Pipe Bursting and
Sliplining Methods, Basins PA64C & PA66, Contract No. 6, City Project No. 404PB6.
BACKGROUND
This project was for the cleaning, television inspection, and rehabilitation of approximately 83,000 feet of
sanitary sewer mains, plus the replacement of every service connection served by these main lines in the
Port Acres area. The original project scope included the inspection of all lines that used older - technology
pipe material, with an estimate of having to replace /rehabilitate about 80% of those lines. Change Order
No. 6 addresses three separate items. The first item deals with the replacement of a 60" drop manhole on
the 30" diameter gravity sewer along WPA Road near the DD #7 Pump Station. In the course of
performing line repairs and manhole rehabilitation under Changer Order No. 4, the contractor discovered
what we had thought to be a line cave -in to actually be a catastrophic drop manhole failure. Drop MH's
are used where at major elevation changes in the flow lines of the incoming and outgoing sewer lines.
This failure was considered a safety hazard due to its proximity to the adjacent highway and railroad
tracks, and had to completed ASAP. Railroad and TXDOT personnel were on site to observe the extent of
repairs. The second item is due to the alignment of the sanitary sewer line along a section of 61 S' Street.
The gravity sewer line along 61' St. is generally in the shoulder of the roadside ditch. However, a 138
foot section juts out into the pavement, apparently in an effort to avoid other very close infrastructure in
the immediate area. This will force the contractor to remove & replace this short, but deep section under
pavement. The last item simply restores some previously deleted manhole rehabilitation work. A previous
changer order deleted more than originally thought.
BUDGET/FISCAL EFFECT
Change Order No. 6 increases the contract amount by $95,534.44. Note that we are already over the grant
amount, so these funds will have to come out of the City Sewer Bond Fund.
STAFF/EMPLOYEE EFFECT
None.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 16812.

WHEREAS, the City is currently under an Agreed Order with the TCEQ to rehabilitate its
sanitary sewer system; and,
WHEREAS, there exists a need to reduce flows and eliminate sanitary sewer overflows in
our collection and treatment systems; and,
WHEREAS, on October 20, 2009, by Resolution No. 09 -489, the City Council awarded the
Sanitary Sewer Rehabilitation by the Pipe Bursting and Sliplining Methods, Basins PA64C & PA66,
Contract No. 6, City Project No. 404PB6 to ALLCO, Inc.; and,
WHEREAS, subsequent to the work already performed under this contract, there exists a
need to amend the bid schedule to reflect the actual project scope and to perform additional work
associated with the TCEQ Agreed Order, and such changes must be done by a contract change order;
and,
WHEREAS, Arceneaux & Gates Consulting Engineers, Inc. recommends Change Order No.
6, increasing the contract amount by $95,534.44, and not changing contract time; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT the City Council of the City of Port Arthur hereby authorizes the City Manager to
execute Change Order No. 6 (attached as Exhibit "A ") to the contract between the City of Port

THAT, the City Secretary shall provide a copy of this Resolution with an original Change
Order No. 6 to Arceneaux & Gates Consulting Engineers for forwarding to the TWDB for
processing and approval; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
