SUBJECT: PAT REQUEST PERMISSION TO PROCESS AN ELECTRONIC GRANT FOR FISCAL YEAR 2011-
2012

Discussion:
PR 16828 is for Port Arthur Transit (PAT) to apply for the Federal Transit Administration's grant
in TEAMS (Transportation Electronic Application Management Systems) for the Governor's
apportion of funds in the sum of $1,758,508. These funds are for planning, operational and
capital services to better serve our commuters and meet the FTA's regulations and updated
mandates. A public hearing was requested for January 10, 2012 so the public may be aware
what the funds will be used for this fiscal year.
Staff Effect: Will see to the compliant usage of funds for capital and operational expenditures
Budgetary Effect: This will ensure continued PAT services
Summary: The City Council is requested to approve 16828, sufficing the need for a hearing
and whereby the City Manager can enter into grant agreement with FTA for the expected
award of $1,758, 508 with $235,421 to be incorporated from a previous 2004 grant from
allotted CMAQ funds that are all ready matched. The award of $1,758,508 is to be executed by
the City Manager or his designee when FTA approves it.

RESOLUTION NO.
A RESOLUTION TO AUTHORIZE THE
ACCEPTANCE OF THE FEDERAL TRANSIT
ADMINISTRATION'S PROPOSED AWARD OF
$1,758,508 FOR PLANNING, OPERATION AND
CAPITAL FOR FISCAL YEAR 2011 -12 FOR THE
PORT ARTHUR TRANSIT (PAT) SYSTEM
WHEREAS, pursuant to 49 U.S.0 Section 5307, the Governors of each state are provided
with resources for distribution for grants to urban transit systems; and,
WHEREAS, the Governor's apportionment for urbanized areas was confirmed in May 2011
as delineated in Exhibit "A "; and,
WHEREAS, the City of Port Arthur was allocated funding in the amount of $1,758,508; and,
WHEREAS, in keeping with the Federal Transit Administration requirements for public
participation, Section 5307c (1) thorough (7), requires that each grant recipient submit for approval a
Program of Projects for the Port Arthur Transit System, as delineated Exhibit "B"; and
WHEREAS, funds of $235,421 from TX90 -612 remains and should be used as unmatched
funds for green - technology so this is not lost to the City. These funds will pay for our paratransit
vehicles in addition to ARRA funds as permitted by Region VI —FTA and Bob Dickerson, the
Transportation and Environmental Director of the Southeast Texas Regional Planning Commission.
The CMAQ (Community Multi -scale Air Quality) funds were derived from a SETRPC grant for
award for the region.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:

THAT the facts and opinions submitted in the preamble are true and correct.
THAT a public hearing was held on January 10, 2012 in keeping with the Program of
Projects, as delineated in Exhibit `B ".
THAT the City Manager is authorized to enter into a grant agreement with the Federal
Transit Administration once the funds have been finally awarded.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
