SUBJECT: P.R. #16830 — Contract with ComTech for City Hall Security Upgrades

RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution No. 16830, approving a
contract for City Hall security upgrades with ComTech Group of Beaumont, Texas
through TIPS/TAPS, a purchasing cooperative, in the amount of $6,038.
BACKGROUND:
In order to address various concerns regarding the physical security of City Hall, a
proposal was solicited from ComTech Group via TIPS/TAPS, a purchasing cooperative.
This proposal is for an assessment of the physical security of City Hall and to design
security improvements as appropriate.
Since the City does not currently have an agreement with TIPS/TAPS, this resolution is
contingent upon approval of an interlocal agreement with that purchasing cooperative.
BUDGETARY /FISCAL EFFECT:
Funds are available in account 001 -1206- 531.59 -00.
EMPLOYEE /STAFF EFFECT:
None.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 16830, approving a
contract for City Hall security upgrades with ComTech Group of Beaumont, Texas
through TIPS/TAPS, a purchasing cooperative, in the amount of $6,038.

RESOLUTION SO UTION NO.
A RESOLUTION AUTHORIZING A CONSULTING CONTRACT FOR
CITY HALL SECURITY UPGRADES WITH COMTECH GROUP OF
BEAUMONT, TEXAS THROUGH TIPS /TAPS, A PURCHASING
COOPERATIVE, IN THE AMOUNT OF $6,038, ACCOUNT 001 -1206-
531.59 -00.
WHEREAS, Chapter 271 of the Local Government Code allows a city, by
resolution of its governing body, to participate in cooperative purchasing programs,
such as TIPS/TAPS, a purchasing cooperative, as an alternative to a formal bid process;
and,
WHEREAS, there is a proposed resolution on this agenda for the City of Port
Arthur to enter into an interlocal agreement with Region 8 Education Servicing Center
for participation in cooperative purchasing with TIPS/TAPS; and,
WHEREAS, in order to address concerns regarding the physical security of City
Hall, a proposal was solicited from ComTech Group of Beaumont, Texas, a licensed
security consultant through TIPS/TAPS, a purchasing cooperative, for a total cost of
$6,038; and,
WHEREAS, approval of this contract (attached as Exhibit "A ") will be contingent
upon approval of the interlocal agreement with Region 8 Education Servicing Center for
participation in cooperative purchasing with TIPS/TAPS; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,

THAT, the City Manager is hereby authorized to execute this contract (attached
as Exhibit "A ") with ComTech Group via TIPS/TAPS, a purchasing cooperative, in the
amount of $6,038 is hereby approved, funding being available in account 001 -1206-
531.59 -00, and,
THAT, this approval is contingent upon the approval of the interlocal agreement
with TIPS/TAPS; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

CONTRACT FOR CITY HALL SECURITY UPGRADES
THIS AGREEMENT, made this 17 day of January , 2012, by
and between the City of Port Arthur, a municipal corporation organized under the laws
of the State of Texas, hereinafter called "OWNER" or "CITY ", and
Comtech Group a(n) Corporation herein acting by and
Individual, firm, partnership, or corporation
through Angelo Sanchez hereinafter called "CONTRACTOR ".
WITNESSETH: That for and in consideration of the payment terms, conditions, and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The term of this Contract shall be for a term of 6 months from the date of
execution.
2. During the term of this Contract, the CONTRACTOR will furnish at his own expense
all of the materials, supplies, tools, equipment, labor, and other services necessary
to connection therewith, excepting those supplies specifically not required of
CONTRACTOR in the Specifications.
3. The CONTRACTOR agrees to perform all the work described in the Specifications
attached proposal and comply with the terms therein for
the prices as stated in--the—attached—bid.
4. The term "Contract Documents" means and includes the following:

5. This Agreement shall be binding upon all parties hereto and their respective heirs,
executors, administrators, successors, and assigns.

which shall be deemed an original on the date first written above.

Dear Ms. Tubbs,
This is my proposal for work to be performed for the City of Port Arthur City Hall
building.
Perform a security assessment of the city hall and annex building. Meet with
department heads so security issues and concerns can be determined; review
incidents reports, if any, as it relates to security issues; review current physical
security equipment in use, determine what upgrade, if any, can be made to
{ security system and hardware, design the upgrade; write the scope of work and
include the security equipment specification to be use by the security contractor .

This proposal fee will be a flat rate of $6,038.00, for a Net 15, to be paid in three
phase.
Phase one, Assessment and interview, written report; Amount $2,038.00
Phase two, Design work, Amount $2,000.00
Phase three, Scope of Work, Amount $2,000.00
This proposal does not include Project Management, meeting other then in phase
one or meeting with any the security contractor and sub - contractor or third
party. If you wish for us to handle the Project Management or any meeting they •
will be on a hourly rate of $85.00 per hour with a minimum of 2 hours.
