HomeMy WebLinkAboutPR 16833: REQUEST FOR PROPOSALS FOR SERVICES RELATED TO THE PRE-QUALIFICATION OF HOUSING APPLICANTS FOR REPLACEMENT HOUSING AND REPAIR City of Port Arthur Memorandum TO: Steve Fitzgibbons, City Manager FROM: Rebecca Underhill, Assistant City Manag r mi tration SUBJECT: Funding for Outreach Effort Proposed Resolution 16833 authorizes the City Manager to seek proposals from firms to develop a strategy and assist in the pre - qualification of homeowners for the upcoming Round 2.2 of Ike Disaster Recovery funds. John Hall has been working on this project. The goal is to assist 300 -400 residents in securing up to $120,000 to repair and / or replace their homes. The Southeast Texas Regional Planning Commission (SETRPC) will receive $190 million in the Round II Disaster Housing Assistance Program within the next 90 -120 days. It appears that approximately $45 million will be allocated for multi - family housing while the remaining $145 million will be awarded to individual homeowners to support housing repairs or replacement due to Hurricane Ike. The project goal will be to qualify 300 -400 residents for disaster assistance with a focus on these areas in priority order: a) The 35 -40 homeowners on Herget and Foley Avenue for replacement houses elsewhere; and b) Focus throughout the City to achieve the overall goal of qualifying 300 -400 homeowners for repairs or replacement housing. Mr. Hall has further worked to obtain partial funding for this project; gaining commitment from the Port Arthur Industrial Group and a local developer. The City of Port Arthur will need to provide financial support for this project of up to $105,000 (based upon a total anticipated project budget of $130,000). This Resolution, authorizing the RFP, is the first step in this process. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PUBLISH A REQUEST FOR PROPOSALS FOR SERVICES RELATED TO THE PRE - QUALIFICATION OF HOUSING APPLICANTS FOR REPLACEMENT HOUSING AND REPAIR THROUGH THE CDBG, IKE RECOVERY ROUND 2.2 PROGRAM WHEREAS, The Southeast Texas Regional Planning Commission (SETRPC) will receive $190 million in the Round II Disaster Housing Assistance Program within the next 90 -120 days; and WHEREAS, It appears that approximately $45 million will be allocated for multifamily housing while the remaining $145 million will be awarded to individual homeowners to support needed housing repairs or replacement due to Hurricane Ike; and WHEREAS, the City Council deems that it is in the best interest of the citizens of the City of Port Arthur to capitalize on this important source of funding by assisting 300 -400 Port Arthur residents in securing the resources needed to repair and /or replace their homes; and WHEREAS, an effective strategy is needed to assist low income home owners in completing the complicated required application in order to quality for funding. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. THAT the facts and opinions in the preamble are true and correct. Section 2. THAT the City Council authorizes the City Manager of the City of Port Arthur to issue a Request for Proposals for services related to the pre - qualification of applicants for home repair and replacement through the CDBG, Ike Recovery Round 2.2 program. Section 3. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
