HomeMy WebLinkAboutPR 16844: CHANGE ORDER NO 6 WITH SIMCO ENTERPRISES FOR SANITARY SEWER REHAB MEMORANDUM CITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT TO: Stephen Fitzgibbons, City Manager FROM: Kelly Eldridge, Director of Utility Operations // DATE: January 4, 2012 SUBJECT: Proposed Resolution No. 16844 RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 16844 authorizing the execution of Change Order No. 6 to the contract between the City and SIMCO Enterprises, Ltd., of Groves, Texas for the Sanitary Sewer Rehabilitation by the Pipe Bursting and Sliplining Methods, Basins LC73, LC709, & SE435, Contract No. 7, City Project No. 404PB7, not changing the contract amount, but providing for a 46 calendar day time extension. BACKGROUND This project is for the cleaning, television inspection, and rehabilitation of approximately 80,000 feet of sanitary sewer mains, plus every service connection served by these main lines. A few months back, we added some additional work to this project due to conflicting piping on El Paso Ave. (12" pipe) and on Main Ave. (21" pipe). The contractor is still awaiting adjustments /clarifications by the telephone company about their conduit runs and other private improvements on City easement in these areas. This change order simply provides more time to work out these issues and complete this work. This change order provides for a 46 day time extension, as allowed under the terms of the contract. The new date of completion will be February 29, 2012. BUDGET/FISCAL EFFECT Change Order No. 6 does not change the contract amount. STAFF/EMPLOYEE EFFECT None. P.R. No. 16844 01/04/12 RESOLUTION NO. A RESOLUTION AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. 6 TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND SIMCO ENTERPRISES, LTD. FOR THE SANITARY SEWER REHABILITATION BY THE PIPE BURSTING AND SLIPLINING METHODS PROJECT, BASINS LC73, LC709, & SE435, CONTRACT NO. 7, NOT CHANGING THE CONTRACT AMOUNT AND INCREASING THE CONTRACT TIME BY 46 CALENDAR DAYS; ACCOUNT NO. 404-1625-532.83-00, PROJECT NO. 404PB7. WHEREAS, the City is currently under an Agreed Order with the TCEQ to rehabilitate its sanitary sewer system by reducing flows and eliminating sanitary sewer overflows in our collection and treatment systems; and, WHEREAS, on October 20, 2009, by Resolution No. 09 -485, the City Council awarded the Sanitary Sewer Rehabilitation by the Pipe Bursting and Sliplining Methods, Basins LC73, LC709, & SE435, Contract No. 7, City Project No. 404PB7 to SIMCO Enterprises, Ltd. in the amount of $2,813,305.63; and, WHEREAS, during the course of the project, the contractor discovered piping conflicts at several locations that will require the adjustment of other utilities to complete the project and, WHEREAS, Arceneaux & Gates Consulting Engineers, Inc. recommends Change Order No. 6, not changing the contract amount and increasing the contract time by 46 calendar days; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council of the City of Port Arthur hereby authorizes the City Manager to execute Change Order No. 6 (attached as Exhibit "A ") to the contract between the City of Port Arthur and SIMCO Enterprises, Ltd. for the Sanitary Sewer Rehabilitation by the Pipe Bursting and Sliplining Methods, Basins LC73, LC709, & SE435, Contract No. 7, City Project No. 404PB7, P.R. No. 16844 01/04/12 Page 2 of 3 which does not change the contract amount and increases the contract time by 46 calendar days, making the new Completion Date February 29, 2012; and, THAT, the City Secretary shall provide a copy of this Resolution with an original Change Order No. 6 to Arceneaux & Gates Consulting Engineers for forwarding to the TWDB for processing and approval; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
