Island Request for Funding-Public Restrooms Mr. Jimmy Dike submitted the attached letter, as well as the referenced project worksheet and Engineers plans, regarding the restoration of
public restrooms on Pleasure Island. At the August 9, 2011 City Council Meeting, a letter from Mr. Dike, dated July 29, 2011 was discussed at length. That letter included an amount for
the Public Restrooms of $26,109 with a 10% match of $2,619. Mr. Dike indicated that he felt this number was extremely low. The request received is for $129,892.90. FEMA funding was limited
by the "Mandatory NFIP Reduction", (Flood Insurance was mandatory on these facilities.) During budget discussions last year, City Council directed the PIC to bring these projects forward
on a case by case basis for consideration. No funding was provided in the City's budget for for this project. Please advise as how to proceed. If the Council desires to fund this project,
a budget amendment will be required, and can be presented at the next Council Meeting; along with a Resolution to authorize this funding.

bid tabulation and engineer cost. As you can see from the Project Worksheet, $71,554.00 was deducted because the restrooms were in a flood zone. Several requests over a three year period
have been made to replace the funds, but to date none have been replaced. The total amount requested to replace the public restrooms will be $129,902.90. The Pleasure Island Commission

extensive damage to the Restroom I Pavilion building at the playgrounds on Pleasure Island. The building is owned by Pleasure Island. GPS coordinates were taken at the bathroom building.
Facility was in operation prior to the storm, The building has a total footprint of 48' x 24', concrete block construction building. It is on a concrete slab foundation with a wood framed,
asphalt shingled roof. The building had a 16' x 24' bathroom section with a covered, open 32' x 24' Picnic/Pavilion area with concrete block pillars. Each bathroom had one (1) toilet
and one {1} sink; in addition, the men's room had one (1) wall mounted urinal. Building was completely destroyed and left as a pile of debris on the existing slab. SCOPE OF WORK This
