Page 1 of 1 RECOMMENDATION: The Fire Department recommends that the City Council authorize the purchase and installation of radio antennas, feed line, brackets, and hardware at Fire Station 1, Fire Station 3, and Fire Station 8 from Kay Electronics of Beaumont, Texas in the amount of $9,435. BACKGROUND: The Fire Department is upgrading its radio system to allow for individual tone out of alarms at each fire station. The Fire Department has already implemented programming changes to the radio system software at a cost of $2,795 (PO 160999) from Kay Electronics. The total cost of this project will be $12,230. Funds are available for this purchase because of savings on the recent purchase of rescue tools. Kay Electronics is the only vendor allowed to service the Police and Fire radios system. Kay Electronics maintains a radio shop in Port Arthur. BUDGET/FISCAL EFFECT: Funds are available in account # 001 -1121- 522.92 -00 for this purchase. It is our understanding there is a need to alert individual station for certain calls without alerting all stations. It is also our understanding that there is not a need for station acknowledgement as this is done on the primary communications channel when the station is responding. Below is our proposal to meet your requirements to allow dispatch to alert individual stations as well as an all station alert. We propose adding a new talk group to the system for each of the seven (7) PAFD stations. We will then program the individual station radios so that they will automatically scan the new station call talk group and the PAFD 3 talk group only. We will also need to add the all of the new talk groups to the console screens at dispatch. When this programming work is completed the dispatcher will dispatch calls by selecting a single station, use multi - select to select multiple stations, or select the PAFD 3 talk group to talk to all stations or other units that are scanning the channel. Using the auto -scan feature on the station radios will disable the normal user programmable scan. We suggest that the station radio be programmed for only PAFD 3 to prevent a user from changing the channel which would effectively disable the station call feature. The console configuration screens at dispatch are at capacity so to add the new station call talk groups will require that an equal number of talk groups be removed from the current screen configurations. • The cost to program each of the seven (7) existing station radios is $65 per radio. To work with the system administrator to add the new talk groups to the system and all PAFD dispatch positions is $2,340.00. We will also instruct one individual on the new dispatch protocols so they can implement the new procedures with all dispatch operators. Total Cost for individual Station Alerting & Implementation: $2,795.00 A separate concern for reliable individual station alerting regards some station antenna installations. Currently stations 2, 4, 5 and 6 have useable antennas. Stations 1, 3 and 8 would require antennas to be installed. A special bracket will be required on station 8 due to the exterior construction. Total equipment cost and installation of antennas, feed line, brackets and all required hardware: $9,435.00.
