COMEAUX, P.E., ACTING CITY MANAGER AND CITY COUNCIL FROM: RONALD BURTON, DIRECTOR OF PLANNING SUBJECT: P.R. NO. 16861- PUBLIC HEARING REQUESTED FOR A ZONING CHANGE DATE: 2/1/2012 Attached is P.R. No. 16861 calling for two separate public hearings 1) to consider a zoning change from "SF" Single Family to "PD -7" Planned Development District - 7 for an area of approximately 20.00 acres of Land consisting of all of Lot 7, Block 9, Range "I ", Port Arthur Land Company Subdivision, City of Port Arthur, Jefferson County, Texas; and 2) to consider granting a Specific -Use Permit to allow light manufacturing and assembly process in the same 20 acre area. The purpose of the first request is to uniformly extend "PD -7" Planned Development District - 7 zoning to include the National Guard Armory property. The second request would provide and SUP to allow light manufacturing and assembling process land use on the armory property. The public hearings shall be held Tuesday, March 6, 2012 at 9:00 a.m. P.R. NO. 16861 02/03/2012 - PDL /PEB RESOLUTION NO. A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER A ZONING CHANGE FROM SINGLE FAMILY TO PLANNED DEVELOPMENT DISTRICT - 7 AND A SECOND PUBLIC HEARING TO CONSIDER GRANTING A SPECIFIC -USE PERMIT TO ALLOW LIGHT MANUFACTURING AND ASSEMBLY PROCESS, BOTH ON APPROXIMATELY 20.00 ACRES OF LAND CONSISTING OF ALL OF LOT 7, BLOCK 9, RANGE "I ", PORT ARTHUR LAND COMPANY SUBDIVISION (LOCATED NORTH OF 57TH STREET AND WEST OF 9 AVENUE), CITY OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS WHEREAS, the owner /applicant - City of Port Arthur is requesting that the City of Port Arthur consider this zoning change for areas delineated in Exhibit "A" from "SF" Single Family to "PD" Planned Development District - 7; and, WHEREAS, the Port Arthur Economic Development Corporation is working with a company that wants to use the National Guard Armory property for a light manufacturing and assembly process that will allow certain product to be placed on pallets and cooled or heated as necessary for long- distance shipping domestically and internationally; and, WHEREAS, pursuant of Chapter 211 in the Texas Local Government code, a public hearing must precede any zoning change, therefore, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the Planning and Zoning Commission reviewed this case on February 6, 2012. P.R. NO. 16861 02/03/2012 - PDL /PEB PAGE 2 OF 4 THAT a public hearing to consider whether to grant the City of Port Arthur a zoning change request for approximately 20.00 acres of Land consisting of all of Lot 7, Block 9, Range "I ", Port Arthur Land Company Subdivision in Port Arthur, Jefferson County, Texas, as delineated in Exhibit "A" shall be held on March 6, 2012 at 9:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street. THAT a second public hearing to consider whether to grant the City of Port Arthur a Specific -Use Permit to allow light manufacturing and assembly process on about 20 acres of Land consisting of all of Lot 7, Block 9, Range "I ", Port Arthur Land Company Subdivision in Port Arthur, Jefferson County, Texas, as delineated in Exhibit "A" shall be held on March 6, 2012 at 9:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street. THAT notice of these public hearings shall be published at least fifteen days prior in the official newspaper of the City before going to the City Council. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
