Richard, Fire Chief Re: Proposed Resolution 16865 Date: January 30, 2012 COMMENT RECOMMENDATION The Fire Department recommends that the City Council authorize the Fire Chief to apply for the FY 2011 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program. BACKGROUND The FY 2011 SAFER Grant Program is available to assist Fire Departments in obtaining additional staffing. This grant has a two (2) year performance period with 100% federal funding. There is no retention requirement of SAFER funded firefighters beyond the performance period. However, no firefighter layoffs are permitted of either SAFER funded or non -SAFER funded firefighters during the performance period. The Fire Department will seek funding for six (6) firefighter positions; this will allow the Ladder Truck to be staffed with four (4) personnel. The addition of six (6) firefighter positions should cause a decrease in scheduled overtime. BUDGET /FISCAL EFFECT The grant is 100% federal funded for two (2) years. STAFFING /EMPLOYEE EFFECT This Grant would increase staffing levels in the Fire Department from 105 authorized civil service positions to 111 authorized civil service positions. SUMMARY The Fire Department recommends that the City Council authorize the Fire Chief to apply for the 2011 SAFER Grant Program. "REMEMBER, WE ARE HERE TO SERVE THE CITIZENS OF PORT ARTHUR" P. A RESOLUTION AUTHORIZING THE FIRE CHIEF TO APPLY FOR THE FY 2011 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE GRANT PROGRAM (SAFER) WHEREAS, the Fire Department seeks permission to apply for the FY 2011 Staffing For Adequate Fire And Emergency Response (SAFER) Grant Program to assist the Fire Department in obtaining needed personnel; and WHEREAS, the City Council of the City of Port Arthur finds it to be in the best interest on the citizens of Port Arthur to authorize application for the grant; and WHEREAS, the Fire Chief received notification that funds will be available for the FY 2011 SAFER Grant Program and the Grant must be submitted by February 24, 2012; and WHEREAS, the grant will be used to hire up to six (6) additional firefighters; and WHEREAS, the grant is 100% Federal funded for the two (2) years of the grants performance period; and WHEREAS, there are no retention requirements of SAFER funded firefighters, however no firefighter layoffs are permitted during the grant's performance period; and WHEREAS, the estimated cost to fund six (6) firefighter positions for two years is $433,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the Fire Chief is authorized to apply for the FY 2011 Safer Grant Program and to execute such other documents as necessary to apply for the grant. Section 3. That the grant will be used to hire up to six (6) additional firefighters. Section 4. That the grant is 100% Federal Funded for two (2) years. Section 5. That a copy of the caption of this resolution shall be spread upon the Minutes of the City Council.
