RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution No. 16870 authorizing the
City Manager to execute an agreement with Dashiell of Sulphur, Louisiana for the Port Arthur
Water Purification Plant 15kV Switchgear Testing for the amount of $12,612.
BACKGROUND:
The installation of the emergency generator at the Water Purification Plant requires that the
15kv switchgear be tested for proper operation prior to being energized. Since the new
generator will produce 2.5 MW at 13,200 volts, the safety of all personnel involved is at issue.
The electrical engineering subconsultant, Peak Electrical, solicited proposals from three
companies who are qualified to perform this service. There are no Port Arthur vendors who are
qualified to perform this testing. Dashiell submitted the lowest quote for performing this service
for the amount of $12,612, and is recommended by Peak Electrical.
BUDGETARY /FISCAL EFFECT:
Funding will be provided for in Project ORWTPG, 141 - 1201 - 532.59 -00.
EMPLOYEE /STAFF EFFECT:
None.
SUMMARY:
It is recommended that the City Council approve Proposed Resolution No. 16870 authorizing the
City Manager to execute an agreement with Dashiell of Sulphur, Louisiana for the Port Arthur
Water Purification Plant 15kV Switchgear Testing for the amount of $12,612.

Dear Joe,
This letter is in reference to the bids received for the Port Arthur Water Treatment Plant
15kV Switchgear Testing received on January 20, 2012. Three bids were received per the scope
of work and are listed in order from low to highest for base bid as follow:
1. Dashiell $ 12,612.00
a. Test left side of switchgear $6,360.00
b. Test right side of switchgear $6,360.00
2. Absolute Testing $ 13,990.00
a. Test left side of switchgear $9,480.00
b. Test right side of switchgear $4,510.00
3. Square D $ 14,000.00
a. Test left side of switchgear $6,800.00
b. Test right side of switchgear $7,200.00
All three bids submitted per the original scope and specifications were found to be technically
acceptable. Therefore, it is Peak Electrical's recommendation to award the project of Port Arthur
Water Treatment Plant 15kV Switchgear Testing to the low bidder: Dashiell.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH DASHIELL OF SULPHUR,
LOUISIANA FOR THE PORT ARTHUR WATER PURIFICATION
PLANT 15KV SWITCHGEAR TESTING FOR THE AMOUNT OF
$12,612. PROJECT ORWTPG, 141- 1201 - 532.59 -00.
WHEREAS, it is necessary to provide for testing of the existing switchgear at the Water
Purification Plant prior to connection of the new emergency generator; and,
WHEREAS, the electrical engineer, Peak Electrical, has recommended Dashiell of
Sulphur, Louisiana to perform the required testing for the amount of $12,612 as shown in
Exhibit "A "; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the City Manager is hereby authorized to execute an agreement with Dashiell of
Sulphur, Louisiana for the Port Arthur Water Purification Plant 15kV Switchgear Testing in the
not to exceed amount of $12,612, attached hereto and made a part hereof as Exhibit "A ",
funding to be provided in ORWTPG, 141 - 1201 - 532.59 -00; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

SWITCHGEAR TESTING
THIS AGREEMENT, made this 14 day of February , 2012, by
and between the City of Port Arthur, a municipal corporation organized under the laws
of the State of Texas, hereinafter called "OWNER" or "CITY ", and

WITNESSETH: That for and in consideration of the payment terms, conditions, and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The term of this Contract shall be for a term of N/A from the date of execution.
2. During the term of this Contract, the CONTRACTOR will furnish at his own expense
all of the materials, supplies, tools, equipment, labor, and other services necessary
to connection therewith, excepting those supplies specifically not required of
CONTRACTOR in the Specifications.
3. The CONTRACTOR agrees to perform all the work described in the Specifications
and Contract Documents and comply with the terms therein for the prices as stated
in the attached proposal for the amount of $12,612.
4. The term "Contract Documents" means and includes the following:

(E) Bid Proposal
(F) Bidder's Information Sheet
(G) Notice to Proceed
5. This Agreement shall be binding upon all parties hereto and their respective heirs,

which shall be deemed an original on the date first written above.

Dear Mr. Landry
Dashiell is pleased to present this Estimated Price proposal to provide Dashiell field service to perform
standard maintenance testing services associated with the scheduled switchgear maintenance outage
on electrical apparatus at the Port Arthur Waste Water Treatment facility.
SCOPE OF WORK
Dashiell proposes to provide all required field service support to successfully complete the referenced
work. Scope of perspective test to be performed and apparatus associated with this negotiation were
supplied by a site visit. Associated attachment with this email has been included for clarification.
13.2 KV Bus assembly: 3 Cubicles
Remove bolted covers top and bottom in the rear cubicles, perform visual inspect front and
rear, clean cubicles upon completion of visual inspection perform DC Hipot. Additionally, CPTS
and PT will be included with the bus inspection no additional testing to be performed on these
potential devices.
Breakers: 5 each 15KV Square D VR Breakers,
i Clean, visually inspect, verify contact wipe, lubricate, operate, perform DC Hipot test, cycle
time and perform minimum trip tests utilizing breaker test station.
Relays: 12 each Basler BEI-50/51B-107 and 3 each General Electric PVD relays
Clean, visually inspect, utilize customer supplied settings to verify minimum pickup and time
curve calibration tests results.
Power Cables: 2 each
With cables left attached to the local and remote switchgears, perform potential test equal to
operating potentials, recommended DC test is 1.41.% of operating AC potential value or 10.7
KVDC.

Our estimated price proposal to perform this work is as follows
Total Price = $6,306.00
Additional Price Too Perform The Same Testing For Opposite End Of Switch Gear Lineup.
Price = $6,306.00
This price includes Dashiell manpower, test equipment, and miscellaneous cleaning materials.
COMMENTS AND CLARIFICATIONS
Our proposal to perform this work is based on the following comments and or clarifications:
1. All equipment to be serviced will be readily available and accessible to our technicians without
significant delay.
2. Coordination and all switching activity associated with this project will be the responsibility of
others.
3. Work scope has been estimated for a standard 8 hour, five -day workweek Monday through
Friday, no overtime has been included. We estimate the work to take two days per side.
4. We have assumed construction test power (120 volt / 20 amps) will be available within 100' of
the test area.
5. All drawings and relay set points are the responsibility of others; Dashiell would also request
previous test results for comparative reasons.
6. The testing in this proposal is based on site visit and one line drawing supplied by Peak on sit
representative.
7. Normal consumable materials, rags, de- greaser, lubricants and stab greases have been
included. Possible discoverable defective items detected during the inspection program have
not been included with this proposal.
8. Services are anticipated to take two days for three Dashiell technicians. Due to the present
abnormally large work load in Port Arthur area.
9. Travel time has been included.
TERMS OF SALE
Our standard Terms and Conditions will be utilized to perform this work. Terms between our
companies have not yet been established, these terms must be established prior to job inception.
