SUBJECT: Proposed Resolution No. 13356
Recommendation
The City Council's authorization and approval is requested to renew the existing Vehicle Fuel
Dispensing contract with Fuelman of Beaumont, Texas.
Background
On November 23, 2004, the City Council approved Resolution 04-382, which authorized
Fuelman of Beaumont, Texas to be our Vehicle Fuel Dispensing provider. Thc contract
agreement was ~br one (1) year with the option to renew for four additional one -year periods.
Presently the City of Port Arthur has been satisfied by Fuelman.
Budgetary and fiscal effect
Funding is available in Account #501o1281-531.43-98
Staffing effect

Summary

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO RENEW THE CONTRACT FOR FUEL DISPENSING
WITH FUELMAN OF BEAUMONT, TX.
WHEREAS, a contract was awarded on November 23, 2004 to Fuelman of Beaumont,
Texas to provide fuel dispensing for gasoline and diesel fuel at the discount rates as delineated in
Exhibit "A" for use of their Fleet Purchasing Card at participating gas stations and for
emergency preparedness fuel plan, and
WHEREAS, the contract was one (I) year contract with four (4) additional renewable
years.
WHEREAS, the City would like to renew for one additional year.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby approves the renewal of the contract for one
additional year (first renewal).
Section 3. That Fuelman shall sign this Resolution agreeing to the terms thereof.
Section 4. That a copy of the caption of this Resolution shall be spread upon the Minutes
of the City Council.

EXHIBIT "A"
Compensation:
Fuelman will invoice the City Of Port Arthur for all fuel purchased at a
rate of the Fuelman retail less federal excise tax of $. 184 for
gasoline and $0.244 for diesel and less the discounts listed below.
The Fuelman retail will be adjusted on a weekly basis and cover
transactions from Monday at 12:00am to Sunday 12:00 pm
Product Cost Less Discount
Regular Unleaded Fuelman retail -$0.01 per gallon
Unleaded Plus Fuelman retail -$0.02 per gallon
Unleaded Premium Fuelman retail -$0.03 per gallon
Diesel Fuelman retail -$0.01 per gallon
* No additional fees apply to the use of the Fuelman Fleet Card
System.
Emergency Preparedness Fuel Plan
City of Port Arthur
The following is an outline of the fuel services that will be provided
by Fuelman/Macro Oil in the event of a weather related emergency.
Fuelman currently has 4 fueling locations in Port Arthur that are
ava!lable to the City of Port Arthur. In addition Fuelman has over 50
fuehng sites throughout the area which the City of Port Arthur would
be able to use in the event the sites in Port Arthur were not available
or an evacuation was ordered. (Please see attached list.)
In the event it is deemed necessary due to anticipation of extended
power outages. Fuelman/Macro Oil would provide skid tanks with
manual pumps for diesel and unleaded gasoline to be delivered to a
location specified by the City of Port Arthur (48 hour notice required).
Fuelingof vehicles, the security of the fuel and all required permits
would be the responsibility of the City of Port Arthur. The delivery
charge for the above mentioned tanks will be as follows:
Delivery fee $200.00
Pick up fee $200.00
** Plus the cost of fuel
In the event of a major storm and larger quantizes of fuel were
deemed necessary for an extended pedod of time Fuelman/Macro
Oil would explore additional options for providing fuel.
