This increase in position will permit a restructuring of the Police Department. BACKGROUND: The Police Department had to assign a Lieutenant to the United States Attorney's Joint Terrorism Task Force in 2002 after the events of 9/11. The Police Department requests an additional Police Lieutenant position to replace the one assigned to the Task Force. This will permit an additional Lieutenant in the Criminal Investigations Division to address violent and unsolved crimes. BUDGETARY/FISCAL EFFECT: This increase in positions will result in an increase in salaries for Police Department Employees in the estimate amount of $90,000 including the benefit package. This cost will be paid for with seizure funds for 12 months and then will have to be absorbed into the Police Departments Operating Budget. STAFFING/EMPLOYEE EFFECTs This will increase the total compliment of sworn personnel by 1 position. It will allow for the Criminal Investigations Division to assign a Lieutenant to be in charge of Crimes Against Persons and a Lieutenant to be in charge of Crimes Against Property. SUMMARY~ The Chief of Police recommends that the City Council adopt proposed ordinance nua%ber 5573 which will increase the number of Police Lieutenant positions by one. AN ORDINANCE DELINEATING THE NUMBER OF AUTHORIZED POLICE OFFICER POSITIONS IN THE POLICE DEPARTMENT WHEREAS, the Police Chief has requested an additional Police Lieutenant position to restructure the Police Department, NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF TItE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are correct. Section 2. That the following positions are currently authorized: Classification Number of Officers Police Officer 87 Police Sergeant 13 Police Lieutenant 7 Police Captain 0 Deputy Chief 2 Assistant Chief 1 Chief of Police 1 Total 111 .Section 3. That after passage of this ordinance the number of authorized positions in the Police Department in each classification shall be as follows: Classification Number of Officers Police Officer 87 Police Sergeant 13 Police Lieutenant 8 Police Captain 0 Deputy Chief 3 Assistant Chief 0 Chief of Police 1 Total 112 Section 4. That all ordinances in conflict herewith are repealed to the extent of thc conflict only.
