Blackketter, P.E., Director of Public Works SUBJECT P.R. #17000 — Emergency Debris Removal DATE 13 April 2012 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution No. 17000, approving an emergency contract with Rimrock Enterprises, Inc. for installation of a geotextile tube for shoreline protection along Pleasure Island for a not to exceed amount of $203,000. BACKGROUND: The erosion of the shoreline on Pleasure Island has progressed to the point of endangering the structural integrity of T. B. Ellison Parkway, the primary access to a large portion of the residences and businesses on the island. Because of this, and the need to provide access to emergency vehicles, the situation constitutes a public health hazard and constitutes an emergency procurement under Texas Local Government Code 252.022, Section (2), "a procurement necessary to preserve or protect the public health or safety of the municipality's residents ". Based on the referral of Bill Worsham, P.E. of LJA Engineering, Inc., Rimrock Enterprises, Inc. was contacted to provide a proposal to install a geotextile tube along the shoreline of the island immediately adjacent to the endangered section of the roadway. This is to provide for protection in the interim while a permanent structure is being designed and built. BUDGETARY /FISCAL EFFECT: Funding is available in CIP201, 303 - 1603 - 591.59 - 00. EMPLOYEE /STAFF EFFECT: None. Blackketter, P.E. , Director of Public Works Dear Mr. Blackketter: Please find attached our proposal for services for installing a 30 -foot circumference geotextile tube for shore protection immediately downstream of the Pleasure Island Bridge in Port Arthur, Texas. As my project manager Eddie Fisher discussed at our site visit on April 9, 2012, the velocity and height of the ship draw down and subsequent wakes causes significant variation in the water level, This variation caused by ship wakes along with normal and storm high tides will require the use of a larger 30 -foot circumference geotextile tube. This tube when in place will be oblong in shape, with a base of approximately 9 feet and a height of approximately 4.5 to 6 feet. Both a plan view drawing overlaid onto a Google Earth image and a shop drawing of a cross section of the geotextile tube are attached. As I mentioned previously, the project managers who will be performing this work Eddie R. Fisher and Jhon J. Vasquez. Mr. Fisher has previously worked for King Fisher Marine Service, Renda Marine and was also Director of Coastal Projects for the Texas General Land Office from 2001 to 2010. Mr. Vasquez has worked on the largest geotextile tube project in the United States when the Bolivar Marsh geotextile tube was built in 1995. Both Mr, Fisher and Mr. Vasquez are now employed by Rimrock Enterprises, Inc. Combined we have more than 60 years' experience in the marine construction business in Texas. I have spoken to several geotextile tube manufacturers and have located one firm that can have the materials produced in 24 hours. After award we could mobilize all the equipment needed in three days and begin work within five days. Estimated performance time is 20 calendar days after mobilization. Also as mentioned previously, traffic will need to be reduced to one way during working hours to allow the equipment to work safely from the top of the narrow bluff and adjacent to the road. i wanted to let you know that Mr. Fisher is avajlable to attend the City CQuncil meeting on Tuesday to answer any qu@stions If you think it would be helpful. A RESOLUTION AUTHORIZING AN EMERGENCY CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND RIMROCK ENTERPRISES, INC. OF JUSTIN, TEXAS FOR INSTALLATION OF A GEOTEXTILE TUBE FOR SHORELINE PROTECTION ALONG PLEASURE ISLAND. CIP201303- 1603 - 591.59 -00. WHEREAS, due to continued erosion of the shoreline of Pleasure Island, the structural integrity of T. B. WITNESSETH: That for and in consideration of the payment terms, conditions, and agreements set forth herein, OWNER and CONTRACTOR agree as follows: 1. The term of this Contract shall be for a period of 60 days from the date of execution. 2. During the term of this Contract, the CONTRACTOR will furnish at his own expense all of the materials, supplies, tools, equipment, labor, and other services necessary to connection therewith, excepting those supplies specifically not required of CONTRACTOR in the Specifications. 3. Term: The term of this agreement shall be for the project listed below Project Scope: Proposal includes prices for all labor and materials to install 300 feet of 30 -foot circumference geotextile tube at the location as per attached drawing. Work will be performed working seven clays per week, 24 hours per day. Estimated performance period 21 days after mobilization. Project Methodology: Equipment to be used includes: • 30 cubic yard rolloff box for mixing tank • 3" discharge high pressure jet pump for agitation sand for pumping • 6" hydraulic submersible pump to fill geotextile tube with sand • 60' long reach excavator for slope grading and material handling • 300' of six inch high density polyethylene pipeline for pumping to geotextile tube inlets • Backhoe for loading sand dumped by trucks in stockpile into mixing tank • 300' feet of wooden mats to protect road and stabilize long reach excavator The mixing tank, long reach excavator, backhoe and submersible pump will be located at the center of the project between State Hwy. 82 and the eroding slope on the Sabine Neches Waterway. The high pressure jet pump will be located at the bottom of the slope and will pump water to agitate the sand into a slurry. Sand will be delivered by trucks to a stockpile. A front end loader will Toad the sand into the mixing tank. The slurry will be pumped via the six - inch pipeline into the inlet tubes on the geotextile tube. Payment Terms: Mobilization and demobilization payable 80% upon startup of geotextile tube filling, net 15 days. Geotextile tube installation payable upon acceptance, net 15 days.
