HomeMy WebLinkAboutPR 16994: PURCHASE OF 10" FIRE LINE METERING ASSEMBLY MEMORANDUM CITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT TO: John Comeaux, P.E., Acting City Manager FROM: Kelly Eldridge, Director of Utility Operations J4114x DATE: April 10, 2012 / RE: Proposed Resolution No. 16994 RECOMMENDATION We recommend the City Council authorize the purchase of a 10" Fire Line Metering Assembly from Rural Pipe & Supply, of Jasper, Texas, in the total amount of $16,698. BACKGROUND The Port of Port Arthur currently multiple multi le connections to a 12" water main along West Lakeshore Drive. Some connections are for domestic water, while others are for fire protection. After discussions with Port representatives, we discovered that the Port has connected their wet fire system with their previously dry fire riser systems. This creates a cross connection condition between our systems (a potential contamination risk), and provides an unmetered fire system throughout their property. Also, the Port recently constructed a large generator over the water main and connected a fire pump to their fire water tap (another cross connection). They were complaining about pressure drops on our system when they operated their fire pump. Upon investigation we were able to determine that the City right -of way did not extend westward past the KCS ROW. I order to secure our water distribution system and provide for accurate metering to the Port of Port Arthur, I recommend we install a large fire line metering assembly at the end of our ROW /easement to serve the entire facility. This meter will provide AWWA accuracy from 4 to 7,000 GPM. We obtained the following quotes from the only two vendors capable of providing this meter. Vendor Manufacturer Quote Rural Pipe & Supply Badger $16,698. Jasper, TX Aqua Metric Sales Company Sensus $18,080. Schertz, TX BUDGET /FISCAL EFFECT This will be our largest customer metering assembly. STAFFING /EMPLOYEE EFFECT City crews will install this meter. SUMMARY We recommend the City Council authorize the purchase of a 10" Fire Line Metering Assembly from Rural Pipe & Supply, of Jasper, Texas, in the total amount of $16,698. P. R. A RESOLUTION AUTHORIZING THE PURCHASE OF A FIRE LINE METERING ASSEMBLY FOR THE UTILITY OPERATIONS DEPARTMENT FROM RURAL PIPE & SUPPLY IN THE AMOUNT OF SIXTEEN THOUSAND SIX HUNDRED NINETY EIGHT -AND NO /100 DOLLARS ($16,698). FUNDS ARE AVAILABLE IN ACCOUNT NO. 410- 1253 - 532.35- 00. WHEREAS, the Texas Commission on Environmental Quality (TCEQ), under 30 Texas Administrative Code 290.44(h) and Section 290.47(i), states that no connection shall be made to any public water where an actual or potential contamination hazard exists unless the public water facilities are protected from contamination; and, WHEREAS, The Port of Port Arthur has multiple connections, both metered and unmetered, that may or may not be interconnected creating a risk of contamination of the public water system; and, WHEREAS, City records indicate that City right -of -way and/or easement ends near West Lakeshore Drive and Railroad Avenue right -of -way; and, WHEREAS, City staff has obtained quotes for the provision of a large fire line metering assembly that is required in order to relocate the Port's point of service to the end of City right- of-way; and, WHEREAS, Rural Pipe & Supply has provided the best and lowest bid for this equipment and is recommended for award; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council hereby authorizes the purchase of a 10" Fire Line Metering Assembly from Rural Pipe & Supply, of Jasper, Texas, in the total amount of SIXTEEN THOUSAND SIX HUNDRED NINETY EIGHT AND NO /100 DOLLARS ($16,698.); and, P. R. No. 16994 04/10/12 Page 2 of 3 THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
