WATSON, DIRECTOR OF PLANNING '~ c7 SUBJECT: PUBLIC HEARING ZONING ORDiNANCE AMENDMENT Z05-08 (TOTAL PETROCHEMICAL, INC.) DATE: 01/13/06 REQUEST: The a~p~lieant is requesting that the property generally located between Locust, Grandview, 32~a and 39 Street be rezoned from Single Family Residential to Light Commercial. BACKGROUND: This property is part of the property involved on the buyout conducted by Total (Fina) of the Fairlea Addition. Total is requesting that this property be rezoned to Light Commercial to permit it to be used for parking during tum-arounds or shut-downs at their facility. There is also the possibility that at some future date Total may construct an office building on the property. Staff recommendation was for the creation of a Planned Development District limiting the uses of the property to those indicated. PLANNING AND ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission met on Monday, January 31, 2006 and recommended the request for Light Commercial be denied. The majority of the Commission recommended that this request be denied as a result of questions raised during the hearing concerning a purported guarantee that this property would be maintained as green space No representative oft. he company was present to answer any questions concerning this statement. PUBLIC COMMENT: 9 property owners were notified of the proposed zoning change.
