Lucian Adams Park, Increasing the Time of the Contract by 114 Calendar Days until June 29, 2012, for no Additional Cost Recommendation: I recommend that the City Council approve Proposed Resolution No. 17041 which authorizes the City Manager to execute Change Order No. 2 to the contract between the City of Port Arthur and N &T Construction Co. for the construction of two (2) softball fields at SSgt. Lucian Adams Park, increasing the time of the contract by 114 calendar days for no additional cost. Background: The City of Port Arthur received an Outdoor Grant from the Texas Department of Parks and Wildlife to make improvements to SSgt. Lucian Adams Park to provide greater utility and expanded use to citizens and visitors. These improvements include the addition of a concession stand with bathrooms as well as additional softball fields. At the original bidding of the project, the bids came in significantly higher than the project budget necessitating re- drafting of the bid specifications and re- bidding of the project. Once the project was awarded there were additional delays due to weather (rain). The time extension of 114 days to June 29, 2012 will provide adequate time for the successful completion of the project. Budgetary/Fiscal Effect: Approval of Proposed Resolution No. 17041 would have no impact on budgetary /fiscal effect. Staffing/Employee Effect: Adoption of the proposed resolution would have no impact on staffmg levels. Summary: I recommend that the City Council approve Proposed Resolution No. 17041 which authorizes the City Manager to execute Change Order No. 2 to the contract between the City of Port Arthur and N &T Construction Co. for the construction of two (2) softball fields at SSgt. Lucian Adams Park, increasing the time of the contract by 114 calendar days for no additional cost. P. R. No. 17041 05/03/12 ca RESOLUTION NO. A RESOLUTION AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. 2 TO THE CONTRACT BETWEEN CITY OF PORT ARTHUR AND N &T CONSTRUCTION CO. INC. FOR THE CONSTRUCTION OF TWO (2) SOFTBALL FIELDS AT SSGT LUCIAN ADAMS PARK, INCREASING THE TIME OF THIS CONTRACT BY 114 CALENDAR DAYS UNTIL JUNE 29, 2012, FOR NO ADDITIONAL COST. WHEREAS, the City of Port Arthur was a recipient of an Outdoor Grant in the amount of $400,000 from the Texas Parks and Wildlife Department; and, WHEREAS, the City Council of the City of Port Arthur pursuant to Resolution No. 11 -506 authorized a contract with N &T Construction Co. Inc. for the TPWD funded construction of two (2) softball fields at SSgt Lucian Adams Park; and, WHEREAS, this project has been delayed due to unforeseen weather conditions; and, WHEREAS, it is recommended to approve Change Order No. 2, attached hereto as Exhibit "A ", for a 114 calendar day extension until June 29, 2012; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur hereby authorizes the City Manager to execute Change Order No. 2 to the contract between the City of Port Arthur and N &T Construction Co. Inc., which does not change the contract amount P. R. No. 17041 05/03/12 ca and increases the contract time by 114 calendar days until June 29, 2012. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
