RESOLUTION NO.
A RESOLUTION ESTABLISHING A COVENANT OF PATIENCE
AND UNDERSTANDING PROMOTING AN HONEST AND
CONSTRUCTIVE DIALOGUE AS IT PERTAINS TO COUNCIL
MEETING DECORUM, SOCIAL AND NEWS MEDIAS FOR THE
CITY COUNCIL OF THE CITY OF PORT ARTHUR FOR THE
YEAR 2012 (REQUESTED BY COUNCILMEMBER THOMAS)
WHEREAS, the City Council of the City of Port Arthur adopted Resolution No. 08 -083
establishing a covenant of patience and understanding for the City Council of the City of Port
Arthur for the year 2008; and
WHEREAS, seeing a further need to promote honest and constructive dialogue between
councilmembers as it pertains to decorum and other issues the City Council adopted Resolution
No. 08 -182; and
WHEREAS, there is a need to encourage councilmembers to improve their skills at
persuading other councilmembers to their point of views, without comments being made which
distract therefrom; and
WHEREAS, the Mayor and City Council wish to exercise their responsibility to this
community and to establish, by example and leadership, a growing and favorable relationship
with the City Manager, City Secretary, City Attorney, Municipal Court Judge, and all other city
employees for the express purpose of serving the citizens of Port Arthur better; and
WHEREAS, it is clearly recognized that each Councilmember is expected to represent
those citizens which reside in that Member's district and may, from time to time, not agree or
conform to the majority of the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the Mayor and City Councilmembers hereby agree to exercise an
increasing level of patience, understanding, compassion, and constraint with their views,
opinions, and remarks of each other while conducting the business of the City of Port Arthur.
Section 3. That the Mayor and City Councilmembers are herein encouraged to have
honest and constructive dialogues with each other as it pertains to promoting decorum at meetings
amd through social and news medial, respecting each other, and to encourage councilmembers to
obtain the necessary training and education to increase their positive persuasive skills.
Section 4. That the Mayor and City Councilmembers hereby renew their efforts to
work in harmony and good will for the benefit of the citizens of the City of Port Arthur, Texas.
Section 5. That the Mayor and City Councilmembers are herein encouraged to sign
this Resolution.
Section6. That a copy of the caption of this Resolution be spread upon the Minutes
of this Corporation.
READ, ADOPTED AND APPROVED on this day of June, A.D., 2012, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
