HomeMy WebLinkAboutPR 17146: PORTABLE LIGHT TOWER 1 MEMORANDUM CITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT TO: John Comeaux, P.E., Acting City Manager FROM: Kell Eldridge, Director of Utility Operations Y 9 tY DATE: June 26, 2012 RE: Proposed Resolution No. 17146 Additional Information This memo is to provide additional information in reference to Proposed Resolution No. 17146 to authorize the purchase of a portable light tower. A `portable light tower' is simply a relatively small, trailer- mounted generator that incorporates an extendable mast with high power lights. These are routinely seen around town to providing light in remote areas, most commonly for construction activities, but often just for security /safety lighting. I have attached two brochures on the units quoted. As stated in the original PR cover memo, these units are basically identical, but are branded differently for vendors. They include a 6,000W diesel powered generator, four (4) 1000 watt lights, and a 30' tall extendable, rotating mast. They hold enough fuel for about 60 hours of continuous use (30 gallons). This department currently owns two operable trailer- mounted generators that are stationed at our Sabine Pass WWTP and main lift station, per TCEQ requirements. They are military surplus 60,000W units mounted on military trailers, and are designed to be hauled by tall military vehicles. While they are considered `portable', the height and weight of the trailer tongue requires heavy equipment in order to mount it on a pintle hitch. Over the past decade or so, we have tried vehicle power inverters (too small), various vehicle- mounted lights, hand -held, and personal lighting, all with little success. We also have a 2,000W hand - carried portable generator for use with hand tools, and we will be able to use it similarly in some small applications. The biggest drawback to smaller lights is that due to the nature of our work (confined, wet environment), we cannot take the lights into our workspace. The lights must be powerful enough to provide ample light from a distance. This type unit will flood the area with light. Contact me if you need any additional information. cc: Ross Blackketter, P.E. A RESOLUTION AUTHORIZING THE PURCHASE OF A PORTABLE LIGHT TOWER FOR THE UTILITY OPERATIONS DEPARTMENT FROM XYLEM DEWATERING SOLUTIONS, INC., OF HOUSTON, TEXAS, IN THE TOTAL AMOUNT OF $7,000. FUNDS ARE AVAILABLE IN ACCOUNT NO. 410-1255-532.92-00. WHEREAS, Utility Operations Department personnel routinely work at night and in dark, confined spaces in the construction, operation, and maintenance activities types of our Water & Wastewater systems throughout the City; and, WHEREAS, we have solicited quotes for a Portable Light Tower, as delineated in our Purchasing Policy; and, WHEREAS, Xylem Dewatering Solutions, Inc., formerly known as Godwin Pumps, submitted the lowest and best bid for such equipment, which meets our requirements, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council hereby authorizes the purchase of a Portable Light Tower from Xylem Dewatering Solutions, Inc., of Houston, Texas, in the total amount of SEVEN THOUSAND AND NO /100 DOLLARS ($7,000.); and, THAT, an authorized representative of Xylem Dewatering Solutions, Inc. shall sign this resolution agreeing to the terms of the purchase; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
