R. 17129 RECOMMENDATION: I recommend that the City Council adopt Proposed Resolution 17129 authorizing an amendment of the contract between the City of Port Arthur and Southeast Texas Camp Fire Council, Inc. BACKGROUND: Southeast Texas Camp Fire Council, Inc. was originally awarded $4,500.00 for tuition reimbursement for children living at Carver Terrace and Lakeview apartments to attend after school classes hosted by Camp Fire. A balance of $1,628.04 exits in the project and Southeast Texas Camp Fire Council, Inc. has made a request to use remaining funds for children to attend a resident summer camp program at Camp Niwana in Woodville, Texas. BUDGETARY/FISCAL IMPACT: By adoption of Resolution Number 11 -134 (approval of 2011 -12 Community Development Block Grant Projects), the City Council obligated itself to provide CDBG funds to Southeast Texas Camp Fire Council, Inc. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on our staffing level. R. 17129 06/26/12 ME -Grants Management RESOLUTION NUMBER A RESOLUTION AUTHORIZING AN AMENDMENT TO THE 2011 COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET FOR SOUTHEAST TEXAS CAMP FIRE COUNCIL, INC. TO USE REMAINING BALANCE OF $1,628.04 TO PROVIDE FOR YOUTHS TO ATTEND A RESIDENT SUMMER CAMP AT CAMP NIWANA IN WOODVILLE, TEXAS. WHEREAS, the City Council adopted the 2011 Community Development Block Grant Program by Resolution 11 -134, which includes $4,500 for tuition reimbursements for children living at Carver Terrace and Lakeview Apartments to attend after school programs hosted by Southeast Texas Camp Fire Council, Inc.; and, WHEREAS, Southeast Texas Camp Fire Council, Inc., budget will be amended to use existing balance of $1,628.04 for youth to attend a one week camp at Camp Niwana, in Woodville, Texas, for ages 6 -16 and, WHEREAS, the City Council, is required to designate an official to sign all documents in connection with amendments to the applications and grant agreements; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT CDBG fund balance of $1,628.04 will be used for eligible children to attend a resident summer camp at Camp Niwana in Woodville, Texas. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council. We are currently celebrating 100 years of service to youth across the United States. Our mission statement is simply stated: Camp Fire USA builds caring, confident youth and future leaders. Camp Fire has many programs available to serve youth of all ages and from many diverse backgrounds in nine counties of Southeast Texas. Our successful apartment complex programs target young boys and girls identified as living in at - risk situations, coming from low income families and routinely exposed to negative influences in their daily lives. Our program has, for the past year provided these youth quality activities after school that are fun, as well as filling the need for adult supervision. However, due to circumstances we cannot just now overcome, we were unable to provide as many hours of service we intended. In order to provide opportunities to some of the youth we may have not served this Spring, we request an amendment to our existing grant to fund a special project. We propose using the remaining funds, $1628.04 to provide one week camp at Camp Niwana, Woodville Texas, for six youth, ages 6 -16. Our request amount is based on the camp fee of $325.00 multiplied by 5, the number of youth. This amount is short of the cost of 6 campers and SETCFC will provide a partial camper ship to makeup the difference. This is a unique opportunity for a life- changing experience and to build life -long social skills, gain a better self image, and learn positive ways to handle situations when faced with negative peer pressure while in a camp setting. ( Z 7.O� SEE At this time, Camp Fire USA is asking for funding in the amount of $84 to allow us to continue working with the Port Arthur Housing Authority as we strive to fill this need to teach youth the skills they will need in our community and in their adult lives.
