R. 17149 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution Number 17149. This Resolution approves entering into a contract amendment with the Texas General Land Office (GLO). BACKGROUND: The Texas General Land Office (GLO) has been designated by Governor Rick Perry, as the lead agency to administer $1,314,990,193 in disaster recovery funding provided by the U. S. Department of Housing and Urban Development (HUD) for recovery from damages sustained as a result of Hurricanes Ike and Dolly. The City of Port Arthur's application to GLO for disaster recovery was submitted in June 2009, and awarded on October 13, 2009. GLO funds will be used for the following activities: Water Facilities $1,820,859 Sewer Facilities $2,301,708 Flood and Drainage $5,868,986 Clearance/Demolition $1,547,327 Historical Preservation $ 50,000 Engineering $1,431,811 Planning/Project Delivery $ 25,000 $13,045,691 Prior contract amendments were approved by the following resolutions: 10 -060, 10 -282, 10 -413, 11 -076, 11 -164, 11 -206, 11 -284 and 11 -487. The resolution will amend the contract as follows: 1. Reduce the number of demolition sites from 113 to 96 based on the following: Address Explanation 330 Gulfway Drive Owner will repair property 2401 5th Street Owner will repair property 1401 19th Street Estimates came in higher than expected; demolish in Round 2.2 5750 Dowling Road Owner will repair property 500 Austin Avenue Historical Property 5035 Gulfway Drive Owner will repair property 645 Houston Avenue (rear only) Owner will repair property 5500 Procter Street Ext. Owner will repair property 5726 Portland Avenue Owner will repair property 1847 Procter Street Owner will repair property 615 Nederland Avenue Owner will repair property 2349 Procter Street Owner will repair property 930 Rev. Ransom Howard Incorrect addresses 445 Thomas Boulevard Owner will repair property 2. Change the address for the demolition site at 928 -934 E. Rev. Ransom Howard Street (7th Street) to 928 -934 West Rev. Ransom Howard Street (7th Street). 3. Extend the demolition contract from June 30, 2012 to October 31, 2012 to allow for completion of environmental review, bidding, awarding and demolishing remaining properties; P.R. A RESOLUTION AUTHORIZING THE SUBMISSION OF CONTRACT AMENDMENT #9 FOR THE COMMUNITY DEVELOPMENT FUNDS CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND THE TEXAS GENERAL LAND OFFICE CONTRACT NUMBER DRS010148. WHEREAS, the City of Port Arthur entered into a contract with the Texas General Land Office (GLO) for demolition/clearance activities and various infrastructure recovery efforts due to damages resulting from Hurricane Ike per Resolution Number 09 -567 on December 15, 2009; and, WHEREAS, the City of Port Arthur requests amendment #9 to its contract with GLO to include the following projects: 1.
