RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution 17303 authorizing an extension
of the performance period between the City of Port Arthur and Port Arthur Neighborhood
Action Committee (PANAC).
BACKGROUND:
PANAC was originally awarded $4,500.00 for neighborhood patrol. A balance of $2,274.00
exits in the project and Port Arthur Neighborhood Action Committee (PANAC) has made a
request to extend its current CBDG contract performance period to February 28, 2013.
BUDGETARY /FISCAL IMPACT:
By adoption of Resolution Number 11 -134 (approval of 2011 -12 Community Development
Block Grant Projects), the City Council obligated itself to provide CDBG funds to Port Arthur
Neighborhood Action Committee (PANAC).
STAFFING /EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution 17303, which approves an
extension of the performance period in the contract between the City of Port Arthur and Port
Arthur Neighborhood Action Committee (PANAC).

RESOLUTION NUMBER
A RESOLUTION EXTENDING THE PERFORMANCE PERIOD OF PORT ARTHUR
NEIGHBORHOOD ACTION COMMITTEE'S (PANAC) COMMUNITY
DEVELOPMENT BLOCK GRANT CONTRACT FROM AUGUST 9, 2012 TO
FEBRUARY 28, 2013.
WHEREAS, the City Council adopted the 2011 Community Development Block
Program by Resolution 11 -134, which included $4,500 for financial assistance to Port Arthur
Neighborhood Action Committee (PANAC) to monitor crime and report violators with
neighborhood patrol through the use of neighborhood action groups; and,
WHEREAS, PANAC has a balance of $2,274 in Community Development Block
Grant Funds and has requested to extend their contract for the 2012 program year from August 9,
2012 to February 28, 2013.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the performance period of the contract with Port Arthur Neighborhood
Action Committee (PANAC) is extended from August 9, 2012 to February 28, 2013, or until
such funds are exhausted whichever comes sooner, unless terminated as otherwise provided with
the contract.
THAT a duly authorized representative of Port Arthur Neighborhood Action
Committee (PANAC) will sign this Resolution agreeing to the terms hereof.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
P P P Y
Council.
READ, ADOPTED AND APPROVED this day of October, A.D., 2012 at a

Dear Ms. Essex:
P.A.N.A.C. is requesting an extension of the CDBG Grant for the 37 year. We are
currently in the process of replacing all of our radios that our community action
groups use to stay in contact with the Police Department. We need these funds
to purchase additional radios, chargers, batteries and accessories that the Police
Department didn't have when they gave us the initial radios.
Please consider this extension a valuable asset to the city and the community we
support with our Neighborhood Watch Groups.
