RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution No. 17357,
approving a contract with Knost Electric, Inc. for electrical renovations in the office area
at the old Armory building located at 3451 57 Street for a not to exceed amount of
$33,587.
BACKGROUND:
Last fall, the Texas National Guard released the lease of the armory building located at
3451 57 Street. Since then, the Council approved (in Resolution 12 -164) a grant
agreement with the Economic Development Administration for the renovation and
redevelopment of the property, and authorized (in Resolution 12 -275) a lease of that
property with Climate Controlled Containers Manufacturing, LLC.
Based on the requirements of Climate Controlled Containers, quotes were solicited for
electrical renovations to the office area in the existing building to allow the initial access
by the lessee. Four (4) quotes were received, with Knost Electric, Inc. submitting the
lowest in the amount of $33,587. No Port Arthur vendors submitted a bid for this
project.
BUDGETARY /FISCAL EFFECT:
Funding is available in 306 - 1606 - 591.59 - 00.
EMPLOYEE /STAFF EFFECT:
None.
SUMMARY:
It is recommended that the City Council approve Proposed Resolution No. 17357,

RESOLUTION NO.
A RESOLUTION AUTHORIZING A CONTRACT BETWEEN THE CITY
OF PORT ARTHUR AND KNOST ELECTRIC, INC. OF BEAUMONT,
TEXAS FOR ELECTRICAL RENOVATIONS TO THE OFFICE AREA OF
THE ARMORY BUILDING LOCATED AT 3451 57 STREET IN THE
NOT TO EXCEED AMOUNT OF $33,587. ACCOUNT 306 -1606-
591.59 -00.
WHEREAS, the Texas National Guard has released the lease and vacated the
premises of the building owned by the City of Port Arthur and located at 3451 57
Street; and,
WHEREAS, in Resolution 12 -164, the Council approved a grant agreement with
the Economic Development Administration for the renovation and redevelopment of
said property at 3451 57 Street; and,
WHEREAS, in Resolution 12 -275, the Council approved a lease agreement with
Climate Controlled Containers Manufacturing, LLC for the use of said property at 3451
57 Street as a manufacturing facility; and,
WHEREAS, said lease agreement requires the City to perform certain
renovations for the use of a specific portion of the building as delineated in Exhibit "A";
and,
WHEREAS, quotes were solicited for the electrical renovations of the office area
of the armory building located at 3451 57 Street; and,
WHEREAS, four (4) quotes were received as shown in Exhibit "B ", with Knost
Electric, Inc. of Beaumont, Texas submitting the lowest bid in the not to exceed amount
of $33,587; now, therefore,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager is hereby authorized to execute a contract with Knost
Electric, Inc. for electrical renovations of the office area of the armory building located
at 3451 57 Street for a not to exceed amount of $33,587, funding being available in
306 -1606- 591.59 -00, said contract being attached hereto and made a part hereof as
Exhibit "C"; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Desired Improvements for Property Located at
3451 57 St. Port Arthur, TX
(Texas Nation Guard Armory Building)
Building Specifications: 18,059 sq ft Office Building
15,804 sq ft (1 floor) 2,255 sq ft (2 " floor)
8,000 sq ft Warehouse Building
The desired improvements are as follows:
1) Asbestos and lead abatement (accomplished).
2) Provide 3 -phase electrical service to the building, including the construction of the
appropriate electrical service panel and the associated electrical drops to provide power
for the manufacturing equipment.
3) Provide air conditioning upgrades to the existing building and new HVAC system to the
existing "warehouse" building located at the rear of the property.
4) Installation of fire alarm system.
5) Installation of security system (not in the initial list of items).
6) Construction of a 10,000 sq ft metal building addition to the main building with
associated power, security, alarm, HVAC, etc.
7) Provide ADA accessibility (inspection done, report completed).
8) Painting, remodeling, etc.
9) The 10,000 SF addition is definitely part of the later phase (will be determined).

CONTRACT FOR:
ELECTRICAL RENOVATIONS FOR THE OFFICE AREA
LOCATED AT 3451 57 STREET
THIS AGREEMENT, made this 13 day of November , 2012• by and
between the City of Port Arthur, a municipal corporation organized under the laws of
the State of Texas, hereinafter called "OWNER" or "CITY ", and
Knost Electric, Inc. a(n) Corporation herein acting by and
Individual, firm, partnership, or corporation
through Greg Knost hereinafter called "CONTRACTOR ".
WITNESSETH: That for and in consideration of the payment terms, conditions, and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The term of this Contract shall be for a term of 30 calendar days from the date of
execution.
2. During the term of this Contract, the CONTRACTOR will furnish at his own expense
all of the materials, supplies, tools, equipment, labor, and other services necessary
to connection therewith, excepting those supplies specifically not required of
CONTRACTOR in the Specifications.
3. The CONTRACTOR agrees to perform all the work described in the Specifications
and Contract Documents attached proposal and comply with the terms therein for
the prices as stated in the attached bid in the amount of $33,587.00.
4. The term "Contract Documents" means and includes the following:
(A) Agreement
(B) Invitation to Bid
(C) General Information
(D) Specifications
(E) Bid
(F) Bidder's Information Sheet
(G) Notice to Proceed
5. This Agreement shall be binding upon all parties hereto and their respective heirs,
executors, administrators, successors, and assigns.

6. IN WITNESS WHEREOF, the parties hereto have executed, or caused to be
executed by their duly authorized officials, this Agreement in two (2) copies, each of
